- This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W913E521Q0023 is being issued as a request for quotation (RFQ).� This requirement is a total set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is�333921 ��Elevator and Moving Stairway Manufacturing�� was determined to best represent this requirement.� The small business size standard is�1000 employees. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, NH has a requirement for two (2) boom (personnel) lifts of different specifications to allow refrigeration maintenance personnel in CRREL and DPW-Hanover staff to access evaporators and air handlers.� The personnel booms should have the following specifications: � Lift Capabilities and Specifications: Capabilities and specifications shall be broken into two parts to cover the specifications of each of the two lifts to be procured. The Government has determined that both boom lifts should be from the same manufacturer to reduce cost by simplifying maintenance arrangements and training arrangements, however, no particular manufacturer is required. � Light Lift Specifications: The light lift shall meet the following specifications: Vertical lift height. 20ft from ground to personnel deck, minimum. Working height. 26ft from ground to working height, minimum. Horizontal overreach. This is the capability of the platform to advance once elevated to shift the working position horizontally. The quoted light lift must have a horizontal overreach of at least two feet. Power. The light lift may be a plug-in only unit operating off of 110V AC power or a DC battery unit with at least 100Ah of battery power and a plug-in 110V AC charging capability. Weight capacity. The light lift must be able to lift 300lbs to the full 20 foot vertical lift height and 26 ft working height, including at 2 ft horizontal overreach. Unit width. Unit width will not exceed 3 ft, 6 inches when stowed. Unit length. Unit length will not exceed 6 ft when stowed. Unit height. When stowed, unit height will not exceeded 6 ft, 6 inches. Platform dimensions. Must be not more than 27x26 inches horizontal dimensions and not more than 45 inches high. Unit weight. Fully loaded gross vehicle weight for the unit must not exceed 1,600lbs. Occupied load rating for floor service not to exceed 2 psi. Corner Access. At least six inches. Man rating & Standards Compliance. Fully man-rated by appropriate OSHA regulations. Standards to be complied with to meet this requirement shall be ANSI A92.0, CSA B354.1, EN 280, and AS 1418.10 � Heavy Lift Specifications: � The heavy lift shall meet the following specifications: � Configuration: Jib boom type. Lift rating: 500lbs or greater. Platform rotation: 150 degrees or greater. Vertical jib rotation: 125 degrees or greater. Turntable rotation: 300 degrees or greater; non-continuous permitted. Platform length: 3 ft or greater. Platform width: 8 ft or greater. Unit width, jib stowed: not to exceed 9ft. Unit length, jib stowed: not to exceed 30 ft. Transport height: not to exceed 9 ft. Ground clearance: 1ft or greater. Drive speed, raised: 0.5mph or greater. Drive speed, stowed: 3 mph or greater. Inside turning radius: not to exceed 10 ft. Outside turning radius: not to exceed 20 ft. Controls power: 24V DC. Unit power source: DC, at least 390Ah battery capacity. Auxiliary power unit: 12V DC. Weight: Not to exceed 18,000lbs. Off-road tires: Must be fitted with off-road tires. Working height, maximum: 70 ft. Working height, minimum: 40ft. Platform height, maximum: 70 ft. Platform height, minimum: 40ft. Horizontal reach, minimum: 36 ft. Up-and-over clearance, minimum: 24 ft. Wheel base: Must be 8ft or greater. Platform configuration: tri-entry with side swing gates. Alarms: Descent, motion, travel, plus horn. Self-levelling platform: Platform must be self-levelling. AC power cord to platform: AC power cord to platform must be integral to unit. Charging: Must charge from standard 110V AC power. Man rating & standards compliance: Fully man-rated by appropriate OSHA regulations. Standards to be complied with to meet this requirement shall be ANSI A92.5, CSA B354.4, EN 280, and AS 1418.10 � � General requirements Delivery: Both units must be delivered to the CRREL site provided below as �Ship to location� No later than 29 October 2021. Training: Training classes for up to 10 personnel as operators must be provided at the CRREL site, for each unit, No later than 19 November 2021. � �Anti-Terrorism/Operations Security (AT/OPSEC) � 1. Access and General Protection/Security Policy and Procedures: Contractor personnel allowed on site shall follow all sign-in and security regulations as directed by the CRREL Security Office and the Technical Point of Contact (TPOC), and as listed below: �i. ���U.S. Citizens � Only U. S. Citizens are allowed on site. �ii. ���Personnel List � Contractor shall supply the TPOC with a list of his employees who will be working on the CRREL site. �iii. ��Positive Picture ID � Contract personnel shall provide a positive picture ID prior to site access. �iv. ���Identification Badges � Badges are not required. Contractor personnel are required to check in with Security when entering the Government site. �v. ���Weapons � No weapons of any kind are allowed on site either in vehicles or on persons. �vi. ���Access/Deliveries � Contractor shall notify the TPOC 48 hours in advance or as soon as possible when Contractor or his subcontractors are to arrive or deliveries of equipment and/or supplies are to occur. Contractor must receive his or his subcontractor�s own deliveries. Government personnel are not allowed to receive deliveries for any Contractor. vii. ���General Disruption � General disruption by Contractor is limited to the immediate work areas. Contractor products, tools, and/or equipment shall stay within the immediate work areas. viii. ���Tools/Equipment � Contractor is strictly responsible for the security of all products, materials, tools, and/or equipment used during the duration of this contract. � 2. iWATCH Training: The Contractor and all associated subcontractors shall brief all employees on the USACE iWATCH program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the TPOC. This training shall be completed within 45 calendar days of contract award and within 45 days of new employees commencing performance on the contract. The Contractor shall provide certification of completion to the TPOC within 10 days of training completion. Training documents will be provided by the Security Office. � PERSONNEL SECURITY SCREENING: Pre?screen candidates using E?Verify Program: The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award."" *When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file. Please reference the attached RFQ for applicable provisions and clauses. The Government intends to award a firm fixed-price contract resulting from this solicitation to the lowest price technically acceptable (LPTA) responsible quote.
