Description
The purpose of this modification is to address questions posed. Also, see Contracting Officer s statement at the end of this document. QUESTION: Would a 4,000 lb lift suffice instead of 4,500? ANSWER: Yes. QUESTION: Why is Period of Performance information (Begin: 08-06-2021; End: 09-30-2021) included in Section B.1. PRICE/COST SCHEDULE?  Since this is a purchase contract, the Period of Performance data is confusing. ANSWER: We estimated an award date of 08/06/2021 (that has now changed to estimated 08/11/2021 and may change again). We were estimated a final delivery of both forklifts by 09/30/2021 (that might have to change also). QUESTION: What is the required truck lift height? ANSWER: At least 14 ft QUESTION: What is the required truck mast height? ANSWER: Standard 193 will work QUESTION: What are the truck mast height restrictions in the facilities where these trucks will operate? ANSWER: The areas with restrictions are 12 ft and under. QUESTION: What are the heights of the racks that must be serviced in the facilities where these trucks will operate? ANSWER: 12 ft. QUESTION: What additional optional truck specifications are required (i.e. -  back-up lights, overhead/mast-mounted work lights, amber strobe light, back-up alarm, etc.)? ANSWER: Overhead guard, back up alarm, mounted work lights. QUESTION: Does the receiving VA facility (Bay Pines VA Healthcare System, 10,000 Bay Pines Boulevard, Building #110, Bay Pines, FL 33744 5005) have a dock capable of receiving the required trucks via semi-trailer delivery? ANSWER: Yes QUESTION: Will VA accept delivery 10-11 months after contract issued?  All truck manufacturers currently have extended delivery times and delivery by 30Sep21 most likely not possible. ANSWER: Yes, if necessary. QUESTION:  I am receiving word that these Toyota forklifts are hard to find to deliver by 9/30, would one by another manufacturer with the same specs work? ANSWER: In Attachment C Clauses it states: Quoters shall have the capability to provide Brand name or equal supplies. Contractor may submit more than one quote; however, contractors are strongly encouraged to submit their best technical solutions and prices in response to this request for quote. QUESTION: I know the RFQ says new, but what about used with full warranty and maintenance? ANSWER: We are looking for new forklifts only. QUESTION: Is there a battery manufacturer preference between Hawker or GNB? ANSWER: We do not have a preference for the batteries. QUESTION: Will the forklifts require start up?  I worked an award a few years back which required start-up of a Generator.  I did not consider the problems such as getting approval from folks to bring gas on the installation for start-up as well as off-loading the  Generator from the platform that it was delivered on. ANSWER: No, the forklifts doesn t require a start-up. QUESTION: Will the forklifts be required to be delivered on a ramp at a warehouse or on the ground?   ANSWER: They will be delivered to a warehouse with a ramp. QUESTION: Aisle width requirement? ANSWER: At least 4ft in width. QUESTION: Phase and voltage of the building (i.e. 240 / triple, 480 / triple, 220 / single) (I saw you mention 240 but it said watts and not volts and did not list phase) ANSWER: 30 amp   240 VAC. CO STATEMENT: The VA is aware of the problems obtaining these forklifts as a result of the current state of affairs due to COVID and the backlogs that are presenting themselves regarding delivery dates. It is estimated that an award will be made on or around 08/11/2021. Please provide your best delivery dates (if at all possible) along with your quotation, we are aware this may change, but not drastically after award. Question period remains open until 07/22/2021 at 11 a.m. Closing date of this solicitation - all quotes are due by 07/28/2021 at 3:00 p.m. Eastern Standard Time (no change). Service Disabled Veteran Owned Small Businesses (SDOVBs) must be registered in the Veterans Information Pages (VIP) to be eligible for an award.
