- Description
- The Naval Information Warfare Systems Command (NAVWAR), on behalf of the Program Executive Office Command, Control, Communications, Computers, and Intelligence (PEO C4I), PMW 150, intends to procure Link 22-compliant Ultra-High Frequency (UHF) Electronic Protective Measures (EPM) radios. The Government plans to procure quantity two Link 22-compliant UHF EPM radios from Rohde & Schwarz, and quantity one Link 22-compliant UHF EPM radio from Thales. For each Link 22-compliant radio, the Government intends to procure: a. UHF EPM transceiver; b. External Power supply for the UHF EPM transceiver, if necessary; c. Technical manual, including cable pinouts; d. Connector kits for the UHF EPM transceiver and the External Power supply; and e. Standard manufacturer's warranty. The Government requires that the UHF EPM radios shall be compliant with NATO STANAG 4372/AComP-4372, including optional annex IV (Link 22 Data Mode); NATO STANAG 4372, edition 3 or more recent is requested. Each UHF EPM radio shall also be capable of communication in UHF fixed-frequency (UHF FF), compliant with NATO STANAG 4205, including optional annex C (Link 22 � Tactical data transmission in UHF fixed-frequency � 16 kb/s NRZ FM digital data), edition 3 or more recent. The Government signed Bailment Agreements with Rohde & Schwarz for two Link 22- compliant UHF EPM radios in July 2020 and with Thales for one Link 22-compliant UHF EPM radio in September 2020. The Government is using the radios secured under the above-mentioned bailment agreements to perform compatibility and interoperability testing in the Link 22 architecture. The Government now intends to procure the above-stated hardware from the named vendors. The authority for other than full and open competition is 10 U.S.C. 2304(c) (1) and FAR 6.302-1, Only one or a limited number of responsible sources, and no other supplies or services will satisfy agency requirements. Due to the Government's knowledge of the Link 22-compliant UHF EPM radio manufacturers gained over the life of the NILE project, and from familiarity with multiple national Link 22 implementations, the procurement will be conducted under the 6.302-1 Only One Responsible Source justification. The NILE PMO supports Link 22 implementation of NILE and Partner Nations, all of whom have procured either Rohde & Schwarz or Thales Link 22-compliant radios. The NILE PMO is therefore required to procure radios from both manufacturers in order to perform interoperability testing to support Link 22 nations, in accordance with the NILE ISS Memorandum of Understanding. This notice of intent is not a request for competitive proposals or a solicitation of offers. Responses to this notice of intent to award to Rohde & Schwarz and Thales shall be submitted no later than (30) calendar days from the date of this synopsis via email to Kate McCoy at kate.mccoy@navy.mil and Lin Quach at lin.quach@navy.mil. Responses received after that date may not be considered. All responsible sources may submit a capability statement.
