- This�solicitation is hereby amended to address questions received. See attachments for details. The Expeditionary Medical Systems Team, Program Manager, Supply and Maintenance Systems (EMS, PM SMS) has life cycle management responsibility for all Marine Corps-owned medical equipment and supplies. The EMS team is responsible for procuring all of this equipment and is obligated to do so from a Government source, the Defense Logistics Agency (DLA) Medical Surgical PV Contract. When DLA is unable to provide those materials in a cost effective and timely manner, the EMS Team is authorized to go to independent commercial sources via Alternative Prime Vendor (APV) contracts. The scope of this effort is to provide the EMS Team, PM SMS, with an alternative means to procure the medical equipment and supplies contained within the Authorized Medical Allowance Lists (AMALs), the Authorized Dental Allowance List (ADAL), and medical kits. On occasion, either due to the quantity of items being ordered or long lead times, no single manufacturer, medical/dental provider, or prime vendor is capable of providing all the equipment and supplies that comprise an AMAL, ADAL, or medical kit. Because of this, it becomes necessary to award multiple contracts to commercial APVs in order to ensure timely delivery. Shipments of ordered material shall be shipped to the Warehouse Service Support Provider, who then takes the AMAL, ADAL, and medical kit components; consolidates them; and ships them to the appropriate unit.
