- The Defense Logistics Agency (DLA) Maritime Norfolk Naval Shipyard is issuing this combined synopsis solicitation to�support a requirement for a Hardness Tester per the attached Salient Characteristics.� There are 13 Line Items on the solicitation. Please fill out Attachment 1: Combined Synopsis Solicitation and return to Laura Wallace.� Ensure to include a lead time, brand and manufacturer of the hardness tester and components. It�is recommended to also�send a quote on company letter head with Attachment 1. Attachment 2 are the full salient characteristics.� Quotes will be evaluated on technical capability and price. Technical capability is rated higher than price.�
