Description
The Health Resources and Services Administration (HRSA) is contemplating issuance of a purchase order pursuant to Federal Acquisition Regulations (FAR), Part 13.106-1(b) on a sole source basis with Learning Technologies Group, Inc., 434 Fayetteville St, Raleigh, NC 27601-1891.� The purpose of this procurement is to provide an E-Think eLearning platform for the National Hansen�s Disease Program�s (NHDP�s) learning management system (LMS) for hosting of the Program�s online courses. Learning Technologies Group, Inc. shall migrate the current LMS (OpenLMS) content and configuration to E-Think. The NHDP trains health professionals throughout the country and territories through the online courses hosted on the LMS.� The LMS is also used during the NHDP�s face-to-face seminars to provide attendees course materials and documents. This electronic downloads complies with the Paper Reduction Act.� Transitioning to a new LMS would require 4 to 6 months for the configuration and building of the course documents.� During this time, the NHDP would not have an alternative system to host courses, administer/grade tests or provide course evaluations.� The downtime would impact the NHDP mission to education health providers on the diagnosis of Hansen�s disease and its complications.� In addition to the level of effort required to develop a contingency plan, NHDP personnel would need to adapt to a new application, configure and build the courses, and learn to efficiently navigate the new LMS before go-live.� Since the pandemic has increased the utilization of online learning, the program relies on the LMS to fulfil the program�s education mission. The potential transition to another vendor would impact online learning, staff time and increase cost for training staff to use a new application.� In addition, the LMS will require compliance with FedRamp hosting and must include two-factor authentication (2FA) for login.� Learning Technologies Group, Inc. is the only known vendor capable of providing the required LMS. � The anticipated period of performance is September 28, 2021 through September 27, 2022 with four 12-month option periods.� The North American Industry Classification System (NAICS) for this requirement is 511210 � Software Publishers.���������������������������������� ��������������������������������������������������������� The proposed simplified acquisition action is for supplies or services for which the Government intends to solicit and negotiate with Learning Technologies Group under authority of the Federal Acquisition Regulations (FAR), Part 13.106-1(b). All responsible sources may provide a statement of capability, which must be received within 15 days after the date of publication notice.
