Description
AMENDMENT 03 - - FINAL AMENDMENT TO INCORPORATE FINAL ROUND OF QUESTIONS/ANSWERS. This is an amendment to a previously synopsized Request for Quotes (RFQ) for the National Park Service, Olympic National Park, for supplying and delivering as many junior ranger badges as possible for the amount of funds available. **************** This amendment 03 is necessary to provide all interested parties additional description details of the junior ranger badge via final revision to the Combined Synopsis-Solicitation Full Text document. **************** Refer to new Attachment no. 5, Revised Combined Synopsis-Solicitation Full Text. Section 01, Description, was revised to include the following final two questions/asnswers: Question was asked about Attachment 2 (image file) which shows lines on every other bar in the body of the badge. Attachment 5 (revised combined synopsis/solicitation full text document) with photo of the badge, where photo appears to be a solid engraving, just different depths to give a 3D effect. Can the body have a definite line between bars which would give a 3D effect or should every other bar have lines? Answer is that the badge Olympic National Park currently has inventory of, there are 7 recessed solid stripes and 6 raised bands of thinner lines. It is 3D. The wide, solid strikes appear to be recessed at the same depth as the writing of ""Olympic."" The bands of thinner lines are not flat, the space between is recessed, but we�re unsure of the depth; it seems to be slightly shallower than the other recessed areas. Final question asked refers to clause 52.212-5, item no. 48 which is clause 52.225-1, Buy American Act-Supplies. **************** Question asked is does the wood clutch pin have to be American supplies? Answer is that these wooden junior ranger badges with the clutch pins are considered to be ""COTS"" (Commercially available off-the-shelf item). First, FAR 25.001(a)(1), The Buy American statute uses a two-part test to define a ""domestic end product"" or ""domestic construction material"" (manufactured in the United States and a domestic content test). The domestic content test has been waived for acquisition of commercially available off-the-shelf (COTS) items, except a product that consists wholly or predominantly of iron or steel or a combination of both (excluding COTS fasteners). Second, FAR 25.101(a)(2)(i), Except for an end product that consists wholly or predominantly of iron or steel or a combination of both, the cost of domestic components must exceed 55 percent of the cost of all the components. In accordance with 41 U.S.C. 1907, this domestic content test of the Buy American statute has been waived for acquisitions of COTS item. Third, 41 U.S.C. chapter 83, Buy American, provides a preference for domestic end products for supplies acquired for use in the United States. In accordance with 41 U.S.C. 1907, the domestic content test of the Buy American statute is waived for an end product that is a COTS item. Therefore, prepare and submit your quote like you would for any other customer, as we are not required to implement the two-part test in our evaluation of prices quoted. **************** Attachment no. 4 posted for Amendment no. 02 shall hereby be replaced by new Attachment no. 5 for this Amendment no. 03. **************** Attachment no. 5 includes an additional fill-in in Section 5, Item 5.6, for Quoters to fill in and submit with quote a re-representation if the Quoter�s Reps/Certs in SAM.gov does not include NAICS code 33399. The fill-in requirement is in accordance with clause 52.212-5, item no. 22, clause 52.219-28 Post Award Small Business Program Rerepresentation. While the clause allows for a rerepresentation afte award, it is requested as part of the submitted quote so that it is known prior to award if the Quoter represents itself as small or not, for NAICS 33399 since this solicitation is a small business set-aside. *************** The response date for when quotes are due is unchanged. Quotes are still due by 5pm (PDT) on Wednesday, July 21, 2021. **************** No further questions are being accepted. ************ The Government reserves the right to cancel this solicitation.
