Description
National Oceanic and Atmospheric Administration National Marine Fisheries Services Sources Sought Notice NF-FN7600-21-02077 This is a Sources Sought Notice requesting information for market research purposes in accordance with Federal Acquisition Regulations (FAR) Part 10 Procedures. This is not a solicitation, nor does it guarantee a solicitation will be issued. Requests for a solicitation will not receive a response. This is not a request for quote (RFQ), invitation for bid (IFB), request for proposal (RFP), or an announcement of a solicitation and it does not obligate the government in any manner. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) Southeast Fisheries Science Center (SEFSC) requires contractor services to improve upon and operationalize an existing camera control model/algorithm for fish detection. These services will develop Machine Learning (ML) algorithms that will analyze video streams taken during fishing operations as fish are caught, or are passed through a camera chute system, or under a set of stereo-cameras, or single images with fixed distance to target. These ML algorithms will be used to automatically determine species composition, length and count of fish. Period of Performance: The anticipated Period of Performance for these services is 09/01/2021 � 08/31/2021, with four (4) potential option years (FY 22 � 26), if exercised. The Government is especially interested in responses from SBA certified small business concerns that are capable of performing the work described within this notice. The NAICS code for this requirement is anticipated to be 518210 with a size standard of $35,000,000.00. Response Requirements Responses to this notice shall be limited to five pages: Organization Information The organization name and address, and a point of contact name, telephone number and e-mail address. The organization point of contact shall have the knowledge and authority to clarify responses with Government representatives. The organization�s DUNS number, CAGE code, and organization/company structure (corporation, LLC, partnership, joint venture, etc.). Written confirmation of the organization�s registration in SAM (www.sam.gov). Offerors should be registered to be considered as a source. The size classification of the organization under the appropriate NAICS code, and if the organization is classified as a small business, HUBZone small business, Service Disabled Veteran Owned small business, Woman-owned small business and/or 8(a) certified small business. General statement providing the organization�s relevant experience and/or capability to provide the described services, with an emphasis on developing/improving upon ML algorithms used to detect fish catch events, species identification, and length estimation through the use of a camera control model. Capability statements and other response requirement information shall be submitted to Kayla Johnson at kayla.johnson@noaa.gov no later than 2:00 PM Pacific Time on Friday, July 30, 2021.� Do not call regarding this sources sought notice. Any questions regarding this notice must be submitted in writing via e-mail to the above e-mail address not later than Friday, July 23, 2021. An amendment may be posted if necessary. DRAFT STATEMENT OF WORK ATTACHED. Acknowledgment of receipt of responses may not be made, nor will respondents be notified of the outcome of NOAA�s review of the information received. Additionally, NOAA does not intend to hold discussions concerning this Source Sought Notice/Request for Information with any interested parties. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. NOAA reserves the right to contact one or more of the respondents if additional information is required or to request demonstrations. Information obtained as a result of this announcement may be reflected in the subsequent solicitation, if issued. This announcement is Government market research and may result in revisions in both its requirements and its acquisition strategy based on industry responses.
