Description
The VA Network Contracting Office 2 is issuing this sources-sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Cytopathology and Thyrosequence Testing Services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 621511. Statement of Need: The Northport VA Medical Center (79 Middleville Rd., Northport, NY 11768) has a requirement for Cytopathology and Thyrosequence Testing Services. The Northport VA Medical Center requires the Contractor lab to perform the analysis by ThyroSeq Genomic Classifier (GC) test that utilizes next-generation sequencing to analyze DNA and RNA of 112 thyroid-related genes for four main classes of molecular alterations, including mutations, gene fusions, copy number alterations, and gene expression alterations. The results are processed by a unique Genomic Classifier (GC) and reported as Positive or Negative. ThyroSeq GC test is a diagnostic service provided for the assessment of thyroid nodules. The ThyroSeq GC Next Generation sequencing combines specialized cytopathology experts who properly identifies and categorizes biopsies allowing for further testing on only truly indeterminate Fine Needle Aspirations (FNAs). Physicians submit to the Contractor thyroid nodule FNA samples collected in a single patient visit. The combination of cytopathology screening with reflex to molecular testing is what makes ThyroSeq GC the most accurate diagnosis allowing patients to avoid unneeded surgeries and receive the right surgery. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following identifying information: 1) Organization name, DUNS number, Firm Address, POC Info (name, email address, telephone number), Firm Web site address, and socioeconomic status of the organization (i.e. WOSB, VOSB)*; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements. * Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) must be independently verified at https://www.vip.vetbiz.gov. Federal Supply Schedule: If your firm provides any of these services on the GSA Federal Supply Schedule, please provide applicable contract number and identify which services are applicable to that FSS contract. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION.
