Description
This is a Sources Sought announcement; market survey for information only, to be used for preliminary planning purposes. No bids/proposals/quotes are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR BIDS/PROPOSALS/QUOTES AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The U.S. Army Corps of Engineers, Pittsburgh District, intends to solicit in the future for Buildings and Grounds Maintenance Services at Kinzua Dam and Allegheny Reservoir, Indefinite Delivery Indefinite Quantity (IDIQ). The Kinzua Dam Project is located in Mead Township in Warren County, PA. The dam is located on the Allegheny River approximately six mile upstream of the town of Warren, PA. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow up information requests. The purpose of this announcement is to inform vendors that Kinzua Buildings and Grounds Maintenance Services is moving from a 15 year historical contract where all work was ordered by issuance of individual Task Orders and potentially moving towards a contract in which contractor will be asked to maintain a standard for certain line items. Preliminary changes include but not limited to, mowing and cleaning. Historical Performance Work Statement: SECTION C-2 Grass Mowing and Maintenance of Landscaped Areas C-2.3 WORK TO BE PERFORMED. a. Ordering Mowings. When a Task Order is issued to mow a designated area, mowing shall be completed in the order and within the period of performance specified by the COR (either by weekly work order or the approved Contractor's schedule). This excludes variances, i.e. weekends, holidays, or other variances allowed or required by the COR. All variances allowed or required by the COR will be submitted to the Contractor in writing. The COR may cancel a mowing and/or trimming operation under special circumstances, e.g., wet ground or safety hazards. An amount shall be deducted from the task order equal to the cost of mowing/trimming the area where a service was cancelled. The cost of mowing/trimming the area is calculated by determining the percentage of the acreage of the corresponding Contract Line Item that was not mowed and/or trimmed. b. Grass Height. Mowing and trimming in each area must be done in such a manner as to provide uniform grass height. The heights of cuts are broken into two different types: Type I Cut�the required cut height is three inches and normally mowed when the grass height is less than six inches. Type II Cut�the required cut height is five inches and is intended for meadows and fields with high grass. Preliminary changes to Performance Work Statement using proposed standard performance includes, but not limited to: WORK TO BE PERFORMED During the growing season grass shall be maintained to a height no higher than three (3) inches and no less than two (2) inches. All clumps and/or clippings must be removed within four (4) hours after being cut.� The Contractor shall remove and dispose off site, at no extra cost to the Government. Grass will be cut approximately every 14 days or as directed by the COR/RFOS.� Historical Performance Work Statement: SECTION C-3 Cleaning Services C-3.8 PICNIC TABLES. Each table top and seat shall be cleaned when ordered. The legs and underside of all tables shall be cleaned and inspected, and all insect nests shall be removed. All trash and debris shall be swept and removed from table pads. C-3.9 PARK BENCHES. Each park bench shall be cleaned when ordered. The legs and underside of all park benches shall be cleaned and inspected, and all insect nests shall be removed. All trash and debris shall be swept and removed from park bench pads. Preliminary changes to Performance Work Statement using proposed standard performance includes, but not limited to: � PICNIC TABLES. Each table top and seat shall be kept clean. The legs and underside of all tables shall be cleaned and inspected, and all insect nests shall be removed. All trash and debris shall be swept and removed from table pads. PARK BENCHES. Each park bench shall be kept clean. The legs and underside of all park benches shall be cleaned and inspected, and all insect nests shall be removed. All trash and debris shall be swept and removed from park bench pads. � North American Industrial Classification System (NAICS) Code applicable to this announcement is 561730, Landscaping Services. Small Business Size Standard for this acquisition is $8 Million. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Offerors response to this announcement shall be limited to 3 pages and shall include the following information: Offeror's name, address, point of contact, phone number, and e-mail address. Offeror's interest in providing Buildings and Grounds Maintenance Services at Kinzua Dam and Allegheny Reservoir Past performance/experience managing a contract where your firm had to maintain a standard/projects of similar scope, describing no more than five (5) contracts complete within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of services to demonstrate relevance to the proposed project, the Offerors' role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). Offeror's Joint Venture information if applicable existing and potential. Interested offerors shall respond to the Sources Sought Announcement no later than 11:00 a.m. (EST) on 2 August 2021.
