SOURCES SOUGHT BLACK HAWK UH-60V Electrical A-Kits INTRODUCTION The U.S. Army Contracting Command � Redstone (ACC-RSA) is issuing this sources sought notice as a means of conducting market research to identify potential sources having an interest and industry technologies available to produce and deliver up to an estimated maximum quantity of 240 Electrical A-Kits for Utility Helicopter (UH)-60V BLACK HAWK aircraft, estimated at 48 per year.� The applicable North American Industry Classification System (NAICS) code for this procurement is 336413 with a Small Business Size Standard of 1250. �The Product Service Code (PSC) is 1680. THE RESULT OF THIS MARKET RESEARCH WILL CONTRIBUTE TO DETERMINATION OF AN APPROPRIATE ACQUISITION STRATEGY FOR THE GOVERNMENT.� THIS SOURCES SOUGHT NOTICE IS ISSUED FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION.� IT IS NOT AN INVITATION TO BID OR A REQUEST FOR PROPOSAL.� NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS SOURCES SOUGHT NOTICE.� INFORMATION HEREIN IS BASED ON THE BEST INFORMATION AVAILABLE AT THE TIME OF PUBLICATION, IS SUBJECT TO REVISION, AND IS NOT BINDING ON THE GOVERNMENT.� ALL INFORMATION RECEIVED IN RESPONSE TO THIS SOURCES SOUGHT NOTICE THAT IS MARKED �PROPRIETARY� WILL BE HANDLED ACCORDINGLY AND WILL NOT BE RETURNED.� IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) 15.201(E), RESPONSES TO THIS NOTICE ARE NOT OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT.� RESPONDENTS ARE RESPONSIBLE FOR ALL EXPENSES ASSOCIATED WITH RESPONDING TO THIS SOURCES SOUGHT NOTICE. The purpose of this sources sought notice is to identify potential sources capable of providing Electrical A-Kits for Utility Helicopter (UH)-60V BLACK HAWK aircraft.� The Government anticipates awarding a new firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) type contract.� Electrical A-Kit deliveries are anticipated to begin in 3rd quarter of FY2025.� The intent of this sources sought notice is to assess the state-of-the-art of the technology available in Other Aircraft Parts and Auxiliary Equipment Manufacturing products that could be applied to meet this requirement.� The UH-60V Electrical A-Kit should be a non-developmental item to the maximum extent possible. The vendor must be capable of providing all facilities, labor and materials to produce UH-60V Electrical A-Kits for the digital cockpit and deliver to the Government per the approved technical data and specifications.� The Government will provide all required technical data to produce the Electrical A-Kits to include the complete set of Electrical A-Kit drawings.� Any resulting contract will be unclassified.� It is not anticipated to have a security classification level.� Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008, Restriction on Acquisition of Specialty Metals and 252.225-7009, Restriction on Acquisition of Certain Articles Containing Specialty Metals. The vendor shall be capable of complying with the Cybersecurity requirements set forth in DFARS 252.204-7008, Safeguarding Covered Defense Information and Cyber incident Reporting and 252.204-7012, Safeguarding Covered Defense Information and Cyber incident Reporting, and shall have a Cybersecurity program that follows the National Institute of Standards and Technology (NIST) Framework for Improving Critical Infrastructure Cybersecurity document, at a minimum, and must accommodate compliance assessments performed by the Government. PROGRAM BACKGROUND The UH-60V BLACK HAWK is designed to update the existing UH-60L analog architecture to a digital infrastructure enabling a pilot-vehicle interface (PVI) similar to the UH-60M, and features one of the Army�s most advanced avionics solutions.� The UH-60V program will modernize and increase interoperability by installing a digital cockpit, data bussing and upgrading the communication/identification suite, improving navigation guidance with a civil Global Positioning System (GPS), and integrating Aircraft Survivability Equipment (ASE), digital moving map, and Joint Variable Message Format (JVMF) messaging.� The open system architecture/Future Airborne Capability Environment aligned cockpit design provides digital multifunctional displays, allows for rapid future integration, and enhances situational awareness for aviation soldiers.� The Government envisions a solution for production and delivery of UH-60V Electrical A-Kits that meets the following operational and program requirements: (PLEASE SEE TABLE 1 IN ATTACHMENT FOR UH-60V ELECTRICAL A-KIT DRAWING INFORMATION)�� The UH-60V Electrical A-Kit must be qualified and demonstrate compliance to the Electrical A-Kit Drawings as detailed in Table 1.� First Article Inspections both in-house and at subcontractor�s and/or suppliers� facilities IAW AS9102 shall be required. �The Contractor shall ensure that first article items are produced using production representative processes, procedures, and tooling.� The Government reserves the right to participate in first article inspections to verify all required functions are accomplished.� Proof of qualification should be addressed in the response. The Government desires a system with minimal maintenance and inspection requirements at the organizational level. �The system should also be easily repairable for deployed units. Please provide the following: Company name and address Size of company (number of personnel, total revenue, ownership, CAGE Code, Parent Corporation, etc.) Point(s) of contact including name, phone number, address, email, and length of time in business, type of ownership for the organization. Geographic Presence. Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. No more than ten 8.5 X 11 inch pages Font no smaller than 10 point Documentation should be in bullet format. Identify conditions or issues requested in the sources sought notice that cannot be met or may interfere with the intention of this project. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. This is NOT a solicitation for proposals, proposal abstracts or quotations.� The purpose of this notice is to obtain information from industry vendors regarding their interest, capabilities and recommendations in developing proposals for the Utility Helicopters Project Office, Program Executive Office, Aviation.� Include whether or not you are a Small Business, HUB-Zone Small Business, Service-Disabled Veteran Owned Small Business, Veteran-Owned Small Business, Woman-Owned Small Business or Small Disadvantaged Business in order to assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.
