- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY The intent of this Sources Sought Announcement is to assist in our decision-making process for services procurement. This is not a solicitation, nor request for quotes or proposals. Through the receipt of responses, this will enable a more precise type of procurement process. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. Any inquiries are to be made in writing by email to the point of contact, Joshua Barrios, Contract Specialist. Responses to this notice shall be sent by email to joshua.barrios@va.gov by the due date and time of 08/01/2021 by 11:59 p.m. (Pacific Time). Period of Performance: October 01, 2021 to September 30, 2026. SERVICES REQUIRED: Contractor shall provide services including but not limited to the ability to pick up routine specimens by end of day (EOD) for processing and analysis of all anatomical pathology specimens. Contractor will also provide bone marrow kits and complete analysis. The contractor must have the ability to accept wet tissue for routine processing. To cut, stain, and coverslip slides, label slides according to VA standards and return completed slides and blocks to VA Central California Health Care System (VACCHCS) Department of Pathology within twenty-four (24-48 hours) to be read, interpreted, and reported by VA staff pathologists. In the event a STAT pick-up is required, the contractor shall provide ground service pick up of the specimens within 60 minutes of the request. The STAT is for slides and blocks to be picked up in the morning, with the contractor returning the processed slides and blocks to the VA CCHCS Department of Pathology within 24 hours of pickup. The Contractor shall provide Pre-analytic processing as defined in its Laboratory Testing Manual; test analysis of specimens; reporting of analytic test results; and consultation regarding test selection, specimen collection and preservation, specimen transportation, principles of methodology and results interpretation as requested by the VACCHCS. The Contractor shall provide processing of routine cytology and limited processing of histology specimens as noted above and provide, at no additional charge, a complete, concise report that is accessible via electronic interface. For expedite processing and analysis of surgical pathology, cytology specimens, and bone marrow kits, The Contractor must have the ability to accept wet tissue for embedding and paraffin blocks to cut, stain, and coverslip slides, and label slides according to VA standards. The Contractor must be able to provide pick up, by EOD and return completed slides and blocks to VACCHCS Department of Pathology within 24-48 hours to be read, interpreted, and reported by VA staff pathologists. The Contractor shall provide the following services: All necessary supplies, including but not limited to the following: Laboratory requisition forms that are unique to the contracted reference laboratory; Bone Marrow Collection Kits; Any special preservatives required for the collection, preservation, and storage of specimens; Transport bags, and shipping containers that meet all requirements of Federal regulatory agencies and accreditation agencies; Electronic interface to submit test requisitions and retrieve reports. The Contractor will aid VACCHCS by performing various laboratory test and support unforeseen urgent laboratory needs. This aid will include, but is not limited to diagnosis of cancer or for hematology/coagulation disorders, tests that require additional testing or interpretation referred for review by a pathologist, urgent TB or fungal test, unique molecular tests to sequence tumors, blood or specific microorganisms/viral test, bacterial or viral isolates that require genetic sequencing, and molecular based tests for rapid diagnosis of seasonal flu or respiratory viral infections. Contractor will serve as backup for temporary unforeseen urgent needs such as VA instrument breakdown or sudden staff shortage. United States) 38 U.S.C. 8127 - 8128: Service-disabled veteran owned small business (SDVOSB) or Veteran owned small business (VOSB) concern must be registered and verified in VA's Vendor Information Pages (VIP) database at www.vip.vetbiz.gov to be eligible for award as a SDVOSB or VOSB if/when a solicitation is issued for this requirement as a SDVOSB or VOSB set aside. Contractors must be able to quickly identify, screen, and process employees for rapid on-boarding with the healthcare facilities identified. Contractors must be able to quickly adapt to changing needs.
