36C24921Q0441 INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 9, intends to award a sole-source, contract to Nalco Water Pretreatment Solutions, LLC, 1601 W Diehl Road, Naperville, Illinois 60563 for the Lexington VAMC, 1101 Veterans Drive, Lexington, KY 40502. FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, applies to this procurement."" The contract is expected to be awarded under FAR 13.106-1 (b). Period of Performance: Base Year: 09/01/2021-02/28/2022 NAICS code: 238290 SBA Size Standard: $16.5M PSC: J045 Statement of Work Scope: Installation of the Nalco Water NexGuard advanced boiler internal treatment chemistry and the 3D TRASAR technology with diagnostic, monitoring, feed and program control. This will detect process changes, determines corrective action and deliver measurable results. Provide water management system to enable energy conservation, water and reduce risk and operating cost, improve boiler system reliability and extend the life of facilities boilers. Treatment of the boilers water to produce a protective coating on the tubes required for good quality water & steam. This provides the potrotection to the boiler system to ensure the water is efficient in the low controlled alkaline, very low level of dissolved Oxygen and very low presence of ions like Cl. To Provide protection from Silica at DM plant. The percentage of impurity allowed in boiler water/steam is function of boiler operating pressure. Water contains dissolved salts, which upon evaporation of water forms scales on the heat transfer surfaces. Scales have much lower heat transfer capacity than steel: the heat transfer coefficient of the scales is 1 kcal/m/°C/hr against 15 kcal/m/°C/hr for steel . This leads to overheating and failure of the boiler tubes. Scale also reduces flow area, which increases pressure drop in boiler tubes and piping. Low pH or dissolved oxygen in the water attacks the steel. This causes pitting or lowering the thickness of the steel tubes, leading to rupture of the boiler tubes. Flow assisted corrosion occurs in the carbon steel pipes due to the continuous removal of the protective oxide layer at high flows. Impurities carried over in the steam, causing deposits on turbine blades leading to reduced turbine efficiency, high vibrations, and blade failure. These contaminants can also cause erosion of turbine blades. Silica at higher operating pressures volatilizes and carries over to the turbine blades. 3-Cleaver Brooks Boilers Boilers 1,2,3 info Manufacturer- Cleaver Brooks Model- Firetube CB-200X-500-15ST Pressure Capacity- 15 psig 17,250 pph Date of Manufacture- 1971 Contractor shall complete the following- Install a port-feed system to Boilers 1,2, and 3 with the NexGuard technology and 3D Trasar Boiler technology. The system will need to be compatible with the Nalco system water feed in the Chiller plant. System to provide all chemicals neccassary to maintain water chemistry of Boilers Supply all labor and materials to complete the service. Work to take place during normal business hours Monday-Friday. The contractor shall ensure steam production does not cease or cause interruption. The contractor shall cordinated with the COR to develop a schedule that will ensure the facility can always meet steam demand with sufficient backup. Hours of Coverage Normal hours of coverage are Monday-Friday, 8:00am to 5:00pm (EST), excluding national holidays recognized by the Department of Veterans Affairs. All services will be performed during normal hours of coverage unless requested and approved by the COR. Observed holidays include: New Year s Day Labor Day Martin Luther King Day Columbus Day President s Day Veterans Day Juneteenth Memorial Day Independence Day Thanksgiving Day Christmas Day Work performed outside the normal hours of coverage at the request of the COR will be billed at the Contractor s applicable rate, unless after-hours services are included in the Scope of Work. Work performance outside the normal hours of coverage at the request of the Contractor will be considered normal hours. There shall be no additional charge for time spent on-site during or after normal hours of coverage awaiting the arrival of additional FSE, finishing any maintenance services, and/or delivery of parts. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency on or before July 30, 2021, 10:30 am Central Time to michael.brown1305@va.gov. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
