Description
NOTICE OF INTENT TO SOLE SOURCE The U.S. Government currently intends to award a supply contract to provide ACL Top 300 Instrument for Coagulation Testing on an SOLE SOURCE basis for the Department of Pathology at Bayne-Jones Community Hospital (BJAHC) at Fort Polk, LA. Period of Performance: Base: 01 October 2021 � 30 September 2024 with four (4) twelve month option years The proposed contract number will be awarded on a sole source Firm-Fixed Price (FFP) action to: Instrumentation Laboratory 180 Hartwell Road Bedford, MA 01730 Description of Services or Supplies: is to establish a contract for analyzers, equipment and reagents required to perform automated Hematological Analysis of patient specimens and coagulation studies. This requirement is for automated coagulation analysis and coagulation studies of patient specimens. The contractor will provide two equipment/instruments that are capable of performing the below stated activities through the entire duration of the agreement. Contractor will provide two instruments (preferably ACL Top 300), with the following characteristics: Instruments capable of performing coagulation tests assays such as D-Dimer, PTT, aPTT, fibrinogen, INR, and Lupus testing. Random access to perform clotting, chromogenic and immunologic assays simultaneously. Fully automated analysis with continuous cuvette and sample loading. Clot curve analysis allowing the ability to review the complete clinical picture of clinical samples. Parallelism capability for factor assays to distinguish between true factor deficiency and inhibitor inference. Reflex testing to standardize criteria for abnormal sample handling. Contractor will provide service coverage to include parts, labor and travel. Contractor will perform complete scheduled services to include preventive maintenance, calibration, software upgrades, and safety testing (IAW Manufacturer�s recommendation). Emergency service will be performed within 24 hours of the notification. Services performed on Biomedical Equipment will documented on a service report which will be signed by the equipment�s key operator or a Biomedical Maintenance Technician. Contractor will provide training for one key operator per instrument at their Customer Training Center or where the instrument is located. For each additional year that the instrument is contracted for use by the Department of Pathology the contractor will provide one onsite training for the Department of Pathology annually. Reagents and supplies will be shipped as requested by the ordering government officer with the longest expiration date (shelf life) available. Reagents quantities will be shipped in the amount that is sufficient in quantity and will not cause stoppage or interruption of coagulation testing in the Department of Pathology, BJACH due to inadequacy. Defective or inferior merchandise must be replaced within 48 hours after notification by the end user (Department of Pathology and / or Urinalysis section). Material Safety Data Sheets (MSDS) must be provided as required by OSHA regulation. All products are shipped FOB destination. Authorized personnel may request supplies by phone or facsimile (FAX). Supply item quantities may be adjusted on an ON CALL basis to the Contractor. Deliveries should be made Monday � Friday, 0800 � 1600 to the delivery address This sole source requirement is issued under the statutory authority of FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.� The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.� The notice of intent is not a request for competitive proposals.
