Description
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to Earthview, LLC for BluBird equipment and installation and an Earthview platform 12 month subscription.� Utilization of the Blubird platform would include both rental of the sensor platforms and support by Earthview to process the collected data and graphically display it in real time. This is considered a sole source to Earthview because, to the best of the NETL�s knowledge, based on market research conducted Earthview is the confirmed sole source service provider for this hardware and service.� The Earthview Blubird sensor platform enables long-term continuous measurements of methane flow rate from abandoned oil and gas wells. The Blubird sensor network includes stationary sensor nodes that includes the methane gas sensor enclosed in a weatherproof case, a solar panel for electric power, an anemometer to measure wind speed and direction, and temperature and barometric pressure sensors. The sensor node will have a custom-built environmental static flux chamber that will fit over the abandoned well such that any gases emitted from the well will be detected and quantified by the sensor. The flux chamber volume is an important design consideration, as the volume is used in conjunction with the methane concentration measured by the sensor to calculate the methane flow rate.� With five sensor nodes, the team can collect measurements simultaneously at five wells. The raw data from the nodes is analyzed using a proprietary advanced artificial intelligence (AI)-derived algorithm and machine learning to distinguish real emissions events from known sensor errors.� The processed data is then delivered continuously in a graphic display to NETL using the Blubird App or web portal.� With the app, NETL can view and download live data, receive important emissions alerts, and view summary statistics.� The objective of this research project is to measure emissions of methane from abandoned wells, and the emission rate is needed in mass of methane per time, such as grams per day.� The flux chamber part of the system makes the Blubird platform unique and will give the methane flow rate measurement that is desired.� Earthview is the only vendor that supplies the data processing using AI/ML algorithms to not only provide raw data but to provide the methane flow rate that has been calculated based on the combined data streams from all of the sensors as well as the flux chamber dimensions.� No known potential alternate sources exist which could satisfy NETL's requirement. NETL desires to rent such a system for one year, which would include installation of the five sensor nodes, rental of all of the equipment at all five sensor nodes, and data processing and delivery (in real time). This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM EDT on August 5, 2021.� Responses must be submitted in writing to the purchasing agent, Lora Stumpf, via email at stumpf@netl.doe.gov no later than the time and date noted above.� Telephone responses and requests will not be received. � A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
