NOTICE OF INTENT TO NEGOTIATE A SINGLE-SOURCE CONTRACT Special NoticeFD-2021-203 NOAA/NMFS/SEFSC/Miami Laboratory In compliance with FAR Subpart 13 coupled with the provisions set forth by FAR Subpart 5.101(a)(1), this Notice is hereby published to inform of the following:The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with INNOVASEA MARINE SYSTEMS CANADA INC Using the procedures of FAR Part 13 the requirement is to procure the following: The SEFSC requires (14) acoustic release and receiver units that are capable of communicating with compatible acoustic command deck units, capable of receiving existing coded tag transmissions, and are compatible with existing needs of SEFSC projects (battery life, deployment depth, etc.). The units must be able to communicate with a Vemco VR100 - 8 Channel DSP Manual Tracking Acoustic Receiver transmitting deck box with corresponding VHTx 69kHz Transponding Hydrophone to arm, and activate the acoustic release to release the moored instruments from their anchor for recovery. Additionally, 28 sets of replacement parts, primarily release lugs, as well as some spare o-rings and pins, are required so that the acoustic releases can be used repeatedly, in this case for three 6-month deployment and recovery cycles. Delivered to NOAA Southeast Fisheries Science Center, �4-8 weeks after receipt of order.� (14) VR2AR-69kHz coded acoustic receiver with acoustic release units (22) Release lugs for acoustic release receivers (6) VR2AR redeployment parts (release lugs, o-rings, pins) The NOAA NMFS SEFSC uses moored underwater acoustic recorders to record ocean noise and marine animal vocalizations for the purposes of monitoring their distribution and abundance while gaining a better understanding of the overall soundscape. Additionally, moorings with co-deployed coded acoustic receivers for receiving transmissions from acoustic tags allow monitoring of a variety of fish species that have been tagged by fisheries and university researchers to improve understanding of trophic ecology and ecosystem interactions. The moorings are commonly deployed to the seafloor in deep waters (200-500m) which require acoustically controlled transponder systems capable of communicating with surface vessels on the status of the mooring (upright or tilted, secured or released, etc.) to release and recover moored instruments. Remote trigger from a surface communications unit to the underwater transponder facilitates mooring recovery, as well as precise navigation of its seafloor location. These units must be compatible with existing units in the SEFSC marine mammal branch�s inventory and be capable of communicating with the existing deck-box for remote triggering. For these mooring deployments, VR2AR-69kHz Coded Acoustic Receiver with Acoustic Release units are required to receive coded tag transmission and to recover the moored instruments to obtain the data logged by the recorders. The applicable Size Standard is North American Industry Classification System (NAICS) Code 334513 with a small business size standard of 750 employees **THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
