Description

ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED,�FAXED OR EMAILED TO THE CONTRACTING SPECIALIST.��CONTACT INFORMATION BELOW.� This is an announcement that the FAA intends to pursue a modification to the established�RVSS O-Level�contract�in support of�Customs and Border Protection (CBP)�surveillance�systems�within the Department of Homeland Security (DHS).� At his time,�General Dynamics�Information Technology, Falls Church, VA,�is the�current�contract holder and the�only known source that can provide the O-Level�services needed to support�all known CBP Surveillance Systems, including (but not limited to): Remote Video Surveillance System (RVSS) and Upgrade (RVSS-U), Mobile Video Surveillance System (MVSS) and Tactical Awareness Kit (MVSS TAK), Integrated Fixed Tower (IFT), Autonomous Surveillance Tower (AST)�and other future CBP Surveillance Systems.�Activities associated with this work include, but are not limited to�operations and maintenance (O&M) services for field repair, supply support, maintenance, software and hardware maintenance with primary support for hardware fault issues (e.g., disk drives, system backups, recoveries�and routine maintenance issues).� O-Level service includes maintenance for hardware, software, to include preventative and corrective maintenance, removal and replacement configuration of faulty line replaceable units (LRU).� Similar O-Level services�are�already being performed by this contractor�under the originally awarded requirement�for the RVSS system.�� The first major need for these services is anticipated to occur on or around August 15th, 2021. �� The FAA currently assumes that it is in the Government�s best interest to pursue a modification to General Dynamics� current contract 6973GH-19-D-00081 due�the�following rational basis:� ��� SCHEDULE No other company is currently postured and capable of assuming all Organizational-Level Maintenance responsibilities for the RVSS and IFT systems by the current known need date of August 15th, 2021. The FAA could not develop, or duplicate with another company, the existing combined logistics and maintenance service support infrastructure required to support O-Level maintenance of major tower surveillance systems by the current known need date of August 15th, 2021. Due to lead times of CBP to fully adjudicate background investigations�(8 � 12 months) required to work on these systems, no other company is�currently�postured�with fully adjudicated and qualified personnel�to be able to assume the work immediately. COST The FAA cannot duplicate these existing logistical and maintenance capabilities with another vendor without requiring significant financial re-investment. Leveraging existing known capabilities from one contractor to support multiple systems also achieves overall cost benefits to the FAA since establishing this with another company would require significant transition-in costs to establish new facilities, personnel, tools, service vehicles, etc. ��� PERFORMANCE �No other company currently serves, or has ever served, as the centralized field maintenance service support that has worked in conjunction with the centralized Network Operations Center, Security Operations Center, Call Center (NOC/SOC/CC) for CBP surveillance systems and possesses the specialized experience to immediately respond, report, and react to immediate needs for corrective maintenance on CBP tower surveillance systems. �� This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this announcement. Therefore any cost associated with the announcement�submission is solely at the interested vendor�s expense.� AMS is the prevailing acquisition regulation for FAA procurement process and procedures.
