Description
SCOPE OF WORK (SOW) FOR THE COLLECTION, TRANSPORTATION, TREATMENT AND FINAL DISPOSITION OF HAZARDOUS WASTE NAMRU-6 LIMA The United States Naval Medical Research Unit 6 (NAMRU-6) is in the search for a solid waste operator company (EO-RS), registered in the General Direction of Environmental Health (DIGESA) of the Ministry of Health (MINSA) of Peru, to manage the technical and operational activities of collection, transportation, treatment and final disposal of hazardous waste generated in its facilities, located in the Department of Lima (district of Bellavista, Callao), Peru. The present SOW aims to indicate the minimum requirements, authorizations and procedures that the EO-RS must comply will providing the required service for an open period, renewable. I. REQUIREMENTS TO HIRE THE EO-RS For purposes of this agreement, the solid waste operator company that will be hired will be called �EO-RS� and NAMRU-6 will be called �GENERATOR�. The following are authorizations, procedures and minimum requirements that the EO-RS must comply during the entire period services are provided to the GENERATOR and from which must have the following documents and present them to the GENERATOR, before the contract is initiated and/or whenever the GENERATOR requires it. Accordingly: 1.1 Regarding the regulation to be followed by the EO-RS, the GENERATOR requires compliance with the following: 1.1.1 Law N� 27314, �General Law of Solid Waste� 1.1.2 Parliamentary Act N� 1278, �Comprehensive Solid Waste management Act� 1.1.3 Law N� 27972, �Law of Organic Municipalities� 1.1.4 Supreme Act N� 044-2013-EF and Parliamentary Act N� 1126 �Control Measures on Chemical Inputs and Controlled Products, Machinery and Equipment used for the Production of Illicit Drugs� 1.1.5 Law N� 26842, �General Law of Health� 1.1.6 Law N� 27446, �National System of Environmental Impact Assessment� law 1.1.7 Technical Standard of Health N� 144-MINSA/2018/DIGESA, �Integral Management and Solid Waste Management in Health Establishments, Medical Research Institutes and Support Services� 1.1.8 R.M. 972-2020-MINSA, �Guidelines for the surveillance of the health of the workers with risk exposure to COVID-19�, and its modifications 1.1.9 D.S. 083-2021-PCM �Supreme Decree that modifies numeral 8.4 of article 8, article 9 and numeral 14.2 of article 14 of Supreme Decree N� 184-2020-PCM� 1.1.10 Title 40 CFR part 273.9, �EPA Universal Waste� 1.1.11 DoD 4715.05-G Overseas Environmental Baseline Guideline Document (OEBGD) 2 1.1.12 Hazardous Materials Transportation Ordinances from Department of Transportation of the United States of America 1.2 Regarding the constitution of the EO-RS, the authorization the EO-RS must have and the services it provides, the GENERATOR requires compliance with the following: 1.2.1 Registration and authorization given by DIGESA, and other government entities related to the services of collection, transport, treatment and disposal of solid waste. The registration and/or its renewal must be valid during the entire period provision of services are given to the GENERATOR, without allowing empty coverage that legally affects the GENERATOR and/or its waste and management. 1.2.2 Study of environmental impact (EIA), current to date and approved by DIGESA, for its treatment plant and its security landfill. 1.2.3 Health authorization for its treatment plant and for its security landfill, covering all their facilities (as physical treatment plant, chemical treatment plant, inertization plant, stabilization plant and/or any others), approved by DIGESA. 1.2.4 Authorization of the �Infrastructure Project for Treatment� for the operation of the hazardous solid waste incineration plant, approved by DIGESA. 1.2.5 Definitive Operating License granted by the corresponding municipalities of Lima and Callao and their respective Regional Governments. 1.2.6 Registration of the solid waste operator company (EO-RS) for the collection, transportation, treatment and final disposal of solid waste, approved by the competent authority. 1.2.7 Registration of controlled goods (Control of Chemical Substances and Controlled Goods - IQBF) authorizing the management and transport of chemical products and controlled goods inside the treatment plant and through the authorized transportation route, approved by SUNAT and the Ministry of Production of Peru; current to date. 1.2.8 Authorizations to provide services must be the following: 1.2.8.1 Collection and transportation of waste from commercial origin (MC-1, MC-2) 1.2.8.2 Collection and transportation of non-hazardous solid waste from the establishment of medical care (ES-1, s-2, s-3). 1.2.8.3 Collection and transportation of hazardous solid waste of the establishment of medical care (ES-P - 1, ES-P - 2, ES-P - 3). 1.2.8.4 Collection and transportation of non-hazardous waste of industrial origin (IN-1, IN-2, IN-3) 1.2.8.5 Collection and transportation of hazardous waste of industrial origin (IN-P - 1, IN-P - 2, IN-P - 3) 1.2.9 Authorization for Operator of Transportation of Hazardous Solid Waste, or similar, indicating the vehicle fleet and its plates, awarded by the Metropolitan Municipality of Lima, by order of Sub-Division of Environmental Management. 1.2.10 Permit for Transportation Hazardous Solid Waste within urban routes and alternative routes, indicating the vehicle fleet and coverage of routes, awarded by 3 the Provincial Municipalities of Callao and Municipality of Lima, through the General Management of Urban Transport. 1.2.11 Annual training and certification of personnel responsible of the collection, transportation, treatment and final disposal of hazardous waste. 1.2.12 Insurance policy covering all risks for damage to the environment and against third parties. 1.2.13 Risk Work Complementary Insurance (SCTR) of all its employees who directly operate hazardous solid waste. 1.2.14 Insurance for civil liability or damage resulting from waste management and civil liability against third parties. 1.3 Regarding the filling of security infrastructure, the GENERATOR requires compliance with the following: 1.3.1 The security landfill must have a lining and a leachate collection system. The lining will be made of natural material and will restrict the downward or lateral escape of hazardous waste components, or leachate. The permeability of such coatings shall not be greater than 10-7 cm/s. 1.3.2 The security landfill should have a program of monitoring of groundwater capable of determine the impact of the installation on the quality of the water in the area under the facility. 1.3.3 The prerequisites for a security landfill may be waived if a written determination is done by a qualified geologist or geotechnical engineer that there is a low potential for migration of hazardous waste, hazardous or leachate components from the installation for water supply, irrigation wells or surface water wells. This determination shall be based on an analysis of local precipitation, geological conditions, physical properties, depth of the groundwater and the proximity of water or surface water supply wells, as well as the use of methods alternative design and operation. Methods of prevention of migration will be at least as effective as liners and leachate collection systems, required in the first subparagraph. 1.3.4 In both cases (1.3.1 and 1.3.2 or 1.3.3), the EO-RS must submit documents that support and confirm the required on above paragraphs. 1.4 Regarding the infrastructure of the incinerator, the GENERATOR requires compliance with the following: 1.4.1 The incinerator must have a license approved by the competent national authority and shall be in accordance with paragraph 1.4.2. 1.4.2 The license, permit or approval for incineration of hazardous waste requires that the incinerator is designed to include equipment, as well as in order to be operated according to management practices (including appropriate combustion temperatures, speed of feed waste, gas-burning speed, and other relevant criteria) to effectively destroy hazardous constituents and control harmful emissions. 1.4.3 The incinerator achieves an efficiency of destruction and elimination of 99.99% for organic hazardous constituents that represents the higher grade of difficulty 4 for incineration in each residue or in a mixture of waste. The incinerator must minimize carbon monoxide in the exhaust gases from the fireplace, to minimize the emission of particles of matter, and emit no more than 1.8 Kg of chloride of hydrogen per hour. 1.4.4 The incinerator has shown, as a condition for including permission, the ability to effectively destroy constituent organic hazardous to represent the highest degree of difficulty of incineration in each residue or a mixture of waste that wrath to be incinerated. This requirement can be met by conducting a trial incineration, by presenting an analysis of the waste feed, by submitting a detailed description of the installation engineering and by providing any other information that may be necessary to enable the competent national authority to conclude that incinerator will effectively destroy the main hazardous organic components of each residue to be cremated. 1.4.5 The criteria for its operation should be the following: 1.4.5.1 Combustion criteria: throughout the process of incineration, the temperature in the primary combustion chamber must be in the range from 1400?F to 1600?F; the temperature in the secondary combustion chamber should be in a range of 1800?F to 2200?F and the minimum retention time of gas in the secondary combustion chamber must be 2 seconds. For more information on the annexes, the requirements of the OEBGD, point C2.3.2.4, which regulates the operation of incinerators of the GENERATOR. 1.4.5.2 Criteria for the treatment of gases: must have the removal of acid gases and particles and treatment of outlet temperature of gases which minimizes the generation of dioxins and furans (< 200�C). 1.4.5.3 Annual training of staff to operate the incinerator: The documents must be valid during all the time of provision of services to the generator and delivered to the generator required it. 1.4.5.4 Sheet technique of the incinerator must contain information where you specify the brand, model, series, type, technical specifications and other necessary information, and submitted to the GENERATOR. 5 2. SCOPE OF WORK (SOW) For the purposes of this agreement, are considered as hazardous waste all that solid, semisolid, liquid waste or content or material to be disposed that exhibits a characteristic of danger as defined in the local regulations of the Navy of the United States of America and the ordinances of the Ministry of Health of Peru, stated within Item I.1.1, and produced within the premises of scientific research of the GENERATOR. The classification of hazardous solid waste from the generator is carried out pursuant to: 2.1 Regarding Hazardous Waste Classification 2.1.1 Regular Chemicals: obtained from the research laboratories, the Facilities Division and the Management and Administration of Materials Division of the GENERATOR; that features danger characteristics such as flammability, corrosiveness, toxicity, irritability, oxidation, reactivity, and/or damage to the environment, among others, as: 2.1.1.1 General chemical waste: laboratory chemicals, reagents, paints, cleaning products, oil, fuels and/or lubricants. 2.1.1.2 Methyl and Ethyl Alcohol: controlled by the Regional Government of Callao. 2.1.2 IQBF Chemicals: obtained from the research laboratories of the GENERATOR; chemical substances and controlled goods (IQBF) controlled by the National Superintendence of Tax Administration (SUNAT); that presents characteristics of dangerousness as flammability, corrosiveness, toxicity, irritability, oxidation, reactivity, and/or damage to the environment, among others. 2.1.3 Glass: obtained from research laboratories, from Facilities Division and from Management and Administration of Materials Division of the GENERATOR; as not broken glass, broken glass and/or fluorescent lighting and bulbs, among others; that presents characteristics of toxicity and danger of cutting. 2.1.4 Batteries: obtained from the Facilities Division; such as regular AA and AAA batteries and/or mercury, nickel-cadmium and/or lithium batteries; that presents characteristics of corrosiveness and/or toxicity. 2.1.5 Non-pathogenic sharps: obtained from the research laboratories and the Management and Administration of Materials Division of the GENERATOR, such as plastic material, glass, acrylic and/or other material; with sterile character and possibility of becoming sharps if broken, new or unused and/or expired; that do not present any pathogenic characteristics but danger of cutting. 2.1.6 Sterilized waste: obtained from the research laboratories of the GENERATOR; biological solid waste treated by sterilization by autoclave - and carrying a sterility control using biological indicators within a weekly frequency; presenting characteristics of dangerousness but not of pathogenicity. 6 2.1.7 Biohazardous waste: obtained from the research laboratories of the GENERATOR; solids, semi-solids, liquids or content or material that exhibits a characteristic of hazardous waste as defined in regulations referred in Section I Paragraph 1.1; mixture of infectious medical waste and hazardous waste, as fluids of microbiology laboratories, produced in medical facilities with potential to cause diseases in humans and could pose a risk to people or to the health of the community have not been managed properly, and may include in addition material stab; that presents characteristics of pathogenicity. 2.1.8 Infectious waste: obtained from the research laboratories of the GENERATOR, as scientific research laboratories: 2.1.8.1 Animal carcasses: carcasses with an approximately weight of 800 g, varying between 30 g to 1500 g; that presents characteristics of pathogenicity. 2.1.8.2 HEPA filters: filters located within laboratories� air extraction ducts and in the cockpits of biosafety air extraction ducts, with dimensions of 60 cm x 60 cm x 30 cm or of 120 cm x 50 cm; that presents characteristics of pathogenicity. Table 2.1.A ""Total Quantities of Hazardous Waste Generated at NAMRU-6 during the period Jan 2020 - December 2020"" shows average quantities of hazardous waste generated within the facilities of the GENERATOR. Approximate quantities can vary according to the working frequency within the laboratories of the GENERATOR. Table 2.1.A ""Average amount of hazardous waste generated at NAMRU-6 during the Jan 2020 - December 2020 period"" TYPES OF SOLID WASTE APROXIMATE WEIGHT (Kg) Hazardous Waste - Regular Chemicals 265.5 Hazardous Waste - IQBF Chemicals 0 Hazardous Waste - Glass 53 Hazardous Waste - Batteries 612 Hazardous Waste - Non-biohazardous sharps 72 Hazardous Waste � Sterilized waste 31 Hazardous Waste � Biohazardous waste 0 Hazardous Waste - Infectious waste 323 ANNUAL TOTAL AMOUNT 1356.5 7 2.2 Regarding Collection of Hazardous Waste 2.2.1 Regarding the frequency of collection Through this contract, it is required to implement a hazardous waste collection frequency system within the GENERATOR, as the following: 2.2.1.1 Regular Chemicals: every 01 calendar month, if generated 2.2.1.2 IQBF Chemicals: every 01 calendar month, if generated 2.2.1.3 Glass: every 01 calendar month, if generated 2.2.1.4 Batteries: every 01 calendar month, if generated 2.2.1.5 Non-pathogenic sharps: every 01 calendar month, if generated 2.2.1.6 Sterilized waste: every 48 hours (or 03 times a week), if generated 2.2.1.7 Biohazardous waste: every 48 hours (or 03 times a week), if generated 2.2.1.8 Infectious waste: 2.1.1.8.1 Animal Carcasses: every 01 calendar month, if generated 2.1.1.8.2 HEPA Filters: every 01 calendar month, if generated The collection frequency may vary in some exceptional circumstances or under emergency situations within the facilities of the GENERATOR, and in case of requiring it, the GENERATOR will contact the EO-RS with anticipation to schedule the modification of the service. 2.2.2 Regarding the process of collection Hazardous waste must be placed in plastic containers or from other material that is not reactive with any of the hazardous products to be transported; tight, in order to provide a barrier to prevent spills in the event of an emergency or accident, and provided by the EO-RS. These containers should be decontaminated by the EO-RS before and after its use. These containers must not be contaminated with other areas other than the designated waste to be transported. Therefore: 2.2.2.1 Regular Chemicals: shall be collected within secondary containers, made of plastic material and hermetic closing; identified with the universal symbol of and �HAZARDOUS WASTE� words. 2.2.2.2 IQBF Chemicals: shall be collected within secondary containers, made of plastic material and hermetic closing; identified with the universal symbol of and �HAZARDOUS WASTE� words. 2.2.2.3 Glass: shall be collected within secondary containers, made of plastic material and hermetic closing; identified with the universal symbol of and �HAZARDOUS WASTE� words. 2.2.2.4 Batteries: shall be collected within secondary containers, made of plastic material and hermetic closing; identified with the universal symbol of and �HAZARDOUS WASTE� words. 2.2.2.5 Non-pathogenic sharps: shall be collected within secondary containers, made of plastic material and hermetic closing; identified with the universal symbol of and �HAZARDOUS WASTE� words. 8 2.2.2.6 Sterilized waste: shall be collected within secondary containers, made of plastic material and hermetic closing; identified with the universal symbol of and �HAZARDOUS WASTE� words. 2.2.2.7 Biohazardous: shall be collected within secondary containers, made of plastic material and hermetic closing; identified with the universal symbol of and �BIOHAZARDOUS WASTE� words. 2.2.2.8 Infectious waste: 2.2.2.8.1 Animal Carcasses: shall be carried inside side container of plastic material, closing tight and identified by the universal symbol of and the word ""BIOHAZARDOUS""; that provides cooling, maintaining a chain of cold (-20�C) during the transportation service, and; with sufficient capacity to contain and transport the total volume of generated waste in a (01) collection, from the GENERATOR�s facilities to the treatment plant of the EO-RS. 2.2.2.8.2 HEPA Filters: should be transported within plastic secondary containers, identified by the universal symbol of and the word ""BIOHAZARDOUS""; providing stability and containment during the entire service of transportation; from the GENERATOR�s facilities to the treatment plant of the EO-RS. For each collection, must be present at least 4 persons assigned to work: 1 driver, 2 operators and an Occupational Safety and Environmental Supervisor (SSOMA, in Spanish) supervisor. It should be demonstrated that the operators and the SSOMA supervisor have the necessary experience to carry out this work through certifications and training documents. The driver should not be performing any work related to collection of hazardous solid waste; only the operators. Minimum personal protective equipment to be used by all personnel who handle hazardous waste, but not restricted to, is the following: a) Safety disposable TYVEK suit (or similar). b) Helmet c) Safety glasses or goggles d) Security boots e) 3M Respirator or similar f) Double pair of gloves It is the responsibility of the EO-RS to assure its personnel is bringing all required and functioning safety devices and protective clothing and equipment when operating within and for the GENERATOR, as so as to assure that it has been chosen in accordance with the nature and toxicity of the waste to be handled. The EO-RS must have insurances described in Section I.1.2.14. 9 2.3 Regarding Transportation of Hazardous Waste It is responsibility of the EO-RS to: 2.3.1 Use transit routes of hazardous waste transport vehicles, authorized by the Ministry of Transportation and Communications of Peru, or the provincial municipality, in accordance with the functions set out in the Peruvian ordinances and regulations. 2.3.2 Ensure that vehicles used for the transport of hazardous waste have the following features for each service provided to the generator: 2.3.2.1 White color, which can be viewed at distance and at night; 2.3.2.2 Identification in red color of the type of waste that carries on both sides of the cargo compartment of the vehicle, which can be viewed at 50 meters away; 2.3.2.3 Diamond type identification, in red color, with a central white stripe containing the word 'Dangerous', on both sides of the cargo compartment of the vehicle, which can be viewed at 50 meters away; 2.3.2.4 Name and telephone number of the EO-RS in both doors of the driver's cab; and, 2.3.2.5 Registration number issued by DIGESA on both sides of the vehicle, in a size of 40 by 15 cm. 2.3.2.6 Specific placard for the nine types of hazardous materials, according to the Department of Transportation of the United States of America: 2.3.2.6.1 Class 1 � Explosives 2.3.2.6.2 Class 2 � Gases 2.3.2.6.3 Class 3 � Flammables Liquids and Combustible Liquids 2.3.2.6.4 Class 4 � Solid Flammables, Spontaneously Combustible and Reactive to Water 2.3.2.6.5 Class 5 � Oxidizers and Organic Peroxides 2.3.2.6.6 Class 6 � Poison (Toxic) y Poisonous due to Inhalation 2.3.2.6.7 Class 7 � Radioactive 2.3.2.6.8 Class 8 � Corrosive 2.3.2.6.9 Class 9 � Miscellaneous 2.3.3 Inside the vehicle used for transportation of the GENERATOR�s hazardous waste, the following requirements must be had every time a visit to GENERATOR is performed: 2.3.3.1 Kits of materials spill, covering at least 10% of the total volume of waste to be transported; 2.3.3.2 First aid kits, for the use of its own employees in case emergency situations happen during the development of the service, and; 2.3.3.3 Fire extinguishers, specifics to all nine classes of hazardous materials as stated at Section 2.2.2.6, to fight potential fires or explosions of flammable, corrosive, oxidizing, and toxic chemicals. 10 2.3.4 Count with programs for preventive maintenance of the equipment and vehicles that are used to provide this service, which at the same time should have visible signs of the type of transported waste. 2.3.5 Count with the personal protective equipment for all operators of the vehicles during each performed service. 2.3.6 Inform and train the operator personnel of the vehicles regarding types and risks of waste handling and the emergency response measures against an accident. 2.3.7 Check that the packaging containing hazardous waste matches the type, characteristics and volume declared by the GENERATOR in the manifest, and that data from the treatment or disposal EO-RS has been included, and to whom it will deliver these residues. 2.3.8 Condition the Chemical Hazardous waste according to their physical, chemical and/or biological nature, considering characteristics of dangerousness, and its incompatibility with other wastes, to avoid creating emergencies with high risk situations and/or endangerment. 2.3.8.1 Regular Chemicals: shall be transported within stable secondary containers as described within Section 2.1.2 of this document. A spill plan, spill kit and fire extinguishers should be available during the entire process, in case an emergency happens. 2.3.8.2 IQBF Chemicals: must follow the D.S. N � 044-2013-EF and D.L. N � 1126 regarding the transportation of this type of waste. Both types may be transported together within the same vehicle but in different vehicles from other types of wastes, allowing a physical separation and/or segregation from other types of waste. Shall be transported within stable secondary containers as described within Section 2.1.2 of this document. A spill plan, spill kit and fire extinguishers should be available during the entire process, in case an emergency happens. 2.3.8.3 Glass: shall be transported within stable secondary containers as described within Section 2.1.2 of this document. A spill plan and spill kit should be available during the entire process, in case an emergency happens. 2.3.8.4 Batteries: shall be transported within stable secondary containers as described within Section 2.1.2 of this document. A spill plan and spill kit should be available during the entire process, in case an emergency happens. 2.3.8.5 Non-pathogenic sharps: shall be transported within stable secondary containers as described within Section 2.1.2 of this document. A spill plan and spill kit should be available during the entire process, in case an emergency happens. 2.3.8.6 Sterilized Waste: shall be transported within stable secondary containers as described within Section 2.1.2 of this document. A spill plan and spill kit should be available during the entire process, in case an emergency happens. 11 2.3.8.7 Biohazardous waste: shall be transported within stable secondary containers as described within Section 2.1.2 of this document. A spill plan and spill kit should be available during the entire process, in case an emergency happens. 2.3.8.8 Infectious waste: may be transported together within the same vehicle but in different vehicles from other types of wastes, allowing a physical separation and/or segregation from other types of waste, due to its pathogenic risk. 2.3.9 Secondary containers used for the transportation of waste must be cleaned at the time the collection is performed within the generator, avoiding contamination with other types of waste remains. If they are reused in different collection services, containers must be cleaned prior to the following collection service. 2.4 Regarding Treatment of Hazardous Waste The GENERATOR requires that the EO-RS provides to its hazardous waste any method, technique or process designed to change the physiological, chemical, or biological character or composition of any other hazardous residue, to remove the existent dangerousness and to convert the waste into not dangerous or less dangerous; transforming these into more secure wastes during transport, storage or disposal. Ecologically sustainable processes such as reduction are allowed to be included. The following treatment technologies can be used by the EO-RS to reduce volume or hazardous waste generator features: 2.4.1 General Hazardous Waste 2.4.1.1 Regular Chemicals 2.4.1.1.1 Neutralization: alkaline or basic waste treated so the pH reaches neutral levels, eliminating the characteristics of dangerousness in the product. 2.4.1.1.2 Stabilization or fixation: waste treated so soluble heavy metals are fixed by oxidation/reduction, or by any other means which make metals to remain stationary in the landfill environment. 2.4.1.1.3 Recovery: waste treated to recover the metal fraction by heat treatment, precipitation, Exchange, absorption of carbon or other techniques that produce levels not hazardous heavy metals in waste. 2.4.1.1.4 Reactivity: any treatment that changes the chemical or physical composition of material not present already generating characteristics of reactivity is acceptable. 2.4.1.1.5 Corrosiveness: corrosive waste will be neutralized to obtaining a value between pH6 and pH9. Other acceptable methods are recovery, incineration, chemical oxidation or electrolytic, chemical reduction or stabilization. 12 2.4.1.2 IQBF Chemicals: must follow absolutely the D.S. N � 044-2013-EF and D.L. N � 1126 Control Measures on chemical inputs and controlled products, machinery and equipment used for the manufacture of illicit drugs; whereas the most efficient process for each residue, considering the following: 2.4.1.2.1 Neutralization: alkaline or basic waste treated so the pH reaches neutral levels, eliminating the characteristics of dangerousness in the product. 2.4.1.2.2 Stabilization or fixation: waste treated so soluble heavy metals are fixed by oxidation/reduction, or by any other means which make metals to remain stationary in the landfill environment. 2.4.1.2.3 Recovery: waste treated to recover the metal fraction by heat treatment, precipitation, Exchange, absorption of carbon or other techniques that produce levels not hazardous heavy metals in waste. 2.4.1.2.4 Reactivity: any treatment that changes the chemical or physical composition of material not present already generating characteristics of reactivity is acceptable. 2.4.1.2.5 Corrosiveness: corrosive waste will be neutralized to obtaining a value between pH6 and pH9. Other acceptable methods are recovery, incineration, chemical oxidation or electrolytic, chemical reduction or stabilization. 2.4.1.3 Glass: volume reduction and/or elimination of the physical danger. 2.4.1.4 Batteries: Elimination of corrosiveness and/or toxicity features. 2.4.1.5 Non-pathogenic sharps: volume reduction and/or elimination of the physical danger. 2.4.1.6 Biohazardous waste: sterilization treatment (sterilizing or autoclave equipment), which has a sterility control system using biological indicators on a weekly basis, or; microwave disinfection, or; chemical treatment, or; incineration (double chamber incinerator and gas scrubber), or; other alternatives according to compliance with current regulations detailed in Section I.1.1 of this document. 2.4.1.7 Infectious waste: 2.4.1.7.1 Animal Carcasses: should be treated by incineration, prior to receiving final disposition in the security landfill or; they should receive treatment of sterilization by steam, prior to receiving final disposition in the security landfill. 2.4.1.7.2 HEPA Filters: should be treated by incineration, prior to receiving final disposition in the security landfill, or; they should 13 receive steam sterilization treatment followed by a destruction by compaction or reduction, prior to receiving final disposition in the security landfill. 2.5 Regarding Final Disposition of Hazardous Waste As regards of the final disposal process, the EO-RS will dispose the GENERATOR�s treated waste inside a security landfill, duly registered and authorized by the authority competent and contemplated under the requirement and approvals of the Peruvian law. The EO-RS will use incineration as the main final disposal method and shall comply with the provisions of the guidelines described in Section I.1.4 of this document. If any other process or operation that allows a permanent, sanitary and environmental safety disposal of the previously treated wastes within the security landfill is required to be chosen by the EO-RS, the EO-RS must inform the GENERATOR with proper anticipation. Incineration equipment must be able to provide the requested services, under which should be designed and operated to maintain a minimum of temperature and retention time to destroy all infectious agents and pathogens, and dioxins and furans, and comply with the following criteria entirely: - The primary combustion chamber must be in the range from 1400?F to 1600?F. - The secondary combustion chamber must be in a range of 1800?F to 2200?F. - The minimum retention time of gas within the secondary combustion chamber must be 2 seconds. A record of these parameters will be maintained during the incineration process and must be presented a report (including data provided by the incinerator in the event of an automatic control system), indicating that requirements referred to in the previous paragraph have been met, as well as date and time of the service of incineration; address where the incineration equipment is located; brand, model and year of manufacture of the incineration equipment; name of the GENERATOR; total weight and number of bags or boxes or containers to be incinerated; names and surnames of the EO-RS incineration equipment�s operator; signature and seal of approval of the sanitary engineer of the EO-RS, and; also if the parameters referred above in this section had been achieved.
