- AGENCY BACKGROUND The US International Development Finance Corporation (DFC) will enter into a Blanket Purchase Agreement (BPA) for services that assist the agency's Records & Information Management (RIM) Program. This agreement shall support the proper lifecycle management of all records processed and retained for a time under the Agency's Records Retention Schedule oversaw by the National Archives Records Administration (NARA). Orders will be placed with minimal notice, and with the purposeof assisting the overall mission and throughput of accurate accountability and services for the agency's RIM Program. Learn more at dfc.gov.� OVERVIEW DFC is preparing to establish a Multiple Award Blanket Purchase Agreement (BPA) for�Records and Information Management (RIM) Program Support Services in accordance with FAR 13.303 Blanket Purchase Agreements (BPAs).�Support Services. 2.0 Scope The scope of this SOO is to identify the level of support needed to meet the demand of 1- Establishing a Record Management Service for the agency long-term, the DFC seeks a contractor to support data analysis, records conversion and records retention practices, ands 2- Maintain the electronic platform to support the long-term lifecycle management of records that are in line with the agency's mission. The following examples highlight a non-inclusive range of responsibilities: 2.1 - Establishment of Long-Term Lifecycle Management Services a) Courier Services - the pick-up and transport of DFC records to include palletizing, manifesting, and retrieval services. b) Analysis Services - the unboxing, inventorying, and categorization of contents in a searchable format based on DFC records Retention guidance and metadata indexing table. c) Management Services that include NARA compliant storage, retention requirements procedures, transfers, and scheduled destruction. d) Scanning Services of both Agency Records and Department files (non-records) in adherence to NARA ERM standards. e) Dedicated general support services that include the ability to provide dedicated personnel at the order level to serve as part of the DFC RIM Team as it pertains to federal records lifecycle management (both b - Analysis services, and c - Management services) on a per order basis; 2.2 - Micro-Focus Enterprise Content Manager Operations and Maintenance Support (formerly HPeCM) a) IT System Training Services - Create, develop and deliver training for administrators and user role of Existing DFC RIM software program (Micro-focus Enterprise version 10.0 or higher. The current program is operated using HPE-CM software. b) Professional Technical Services to diagnose, troubleshoot, recommend solutions for resolution of issues with the system and/or users Micro Focus 10.0 and higher and systems interfacing, or applications integrated (requires knowledge of Office 365 and Teams, Sales Force, FuseIT). Includes working with the RIM and DFC Information Technology Specialists and users. c) Analyze, advise, coordinate with RIM and IT Specialists on testing and implementation of Micro Focus 10.0 or higher upgrades and product releases to fix code. The awardee shall provide subject matter expertise to assist the DFC in the proper management or agency records as outlined in Section 3.0 Performance objectives, Goals 1 - 4. 3.0 Performance Objectives (Required Results) The Government anticipates that the BPA awardee shall meet the agreed upon deliverables. It is further required that the awardee shall produce all documents where theawardee is designated as primary development POC, which meet full regulatory and legal compliance. See detail goals and objectives in Attachment #1 Statement of Objectives (SOO). 4.0 Meetings and Deliverables For all meetings, the contractor shall be responsible for providing meeting materials, and administrative and facilitation support. Meetings will be conducted virtually, unless otherwise specified at the order level. The DFC primarily operates through WebEx or MS Teams conferencing systems. conduct a post-award kickoff meeting. The specific date and time must be mutually agreed-upon by all parties. 4.2 Weekly Activity Report: this report should entail current status of the project, the risks identified, issues noted, overall project status (i.e. acceptance accrual, establish date of completion), budget status and burn rate. To be submitted to DFC COR by noon the following Monday after the week's end. 4.3 Monthly Meeting (Virtual): Monthly status meetings to be conducted on the first Wednesday of each month. The meeting will take place between the Contractor and the DFC RIM Team. The Contractor is responsible for reporting the Review and Development of DFC Document Analysis Methodology SOP, Documentation of Ongoing Coordination with DFC (i.e., Records & Information Management Specialist) that includes accomplishments and issues requiring escalation from DFC Management, as well as projected activities for the following month. The meeting may be shifted between a meeting to a written deliverable depending on the number and complexity of BPA orders at any point in the BPA ordering performance. 4.4 Metadata compatibility spot checks (on electronically maintained analog and electronic records) - when a thumb drive is sent to DFC from Contractor to assess our ability to move the data electronically to internal DFC systems/platforms for storage. Notice to offerors: All information and data related to this the BPA and subsequent orders that the contractor gathers or obtains shall be both protected from unauthorized release and considered the property of the government. The contracting officer will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this contract. Press releases, marketing material, or any other printed or electronic documentation related to this project, must not be publicized without the written approval of the contracting officer. 5.0 Type of Contract Contemplated The Government intends to award a single award Blanket Purchase Agreements (BPAs) BPA in accordance with FAR 13.303. Orders off the BPA may be Fixed Price or Time and Materials, depending on knowledge of the individual requirement at the time an order is placed. 6.0 Period and Place of Performance The ordering period for this BPA will be a 12-month base year and four (12) month option years. It is anticipated that the majority of work will take place off-site, at the contractor's facility or other NARA designated workspace. However certain orders may require infrequent meetings or support activities at DFC's DC office at: 1100 New York Ave. NW Washington, DC 20527 7.0 Government information DFC Government Furnished Information (GFI) will be provided on a per-order bases to aid in the development of the support activities outlined in Section 1.0 Purpose. Documents may include, but are not limited to, any historical and/or current agency information, from finance business projects, to board meeting notes, and everything in between. All information shall be considered Business Confidential and/or Sensitive, but not classified. 8.0 Government Property/Equipment No Government Furnished Equipment (GFE) will be furnished at BPA award. Depending on the length and nature of the BPA orders, it is possible that GFE to facilitate network and document access may be accounted for at the order level. See attached DFC RFQ 77344421Q0063
