Amendment 0003 corrects the verbiage in Section L, L.5.6 Price Proposal. Any reference to IDIQ contract was deleted. This is a full and open solicitation. The closing date�of the solicitation remains 7/28/2021, 4:00pm Eastern Time. Amendment 2:� The purpose of Amendment 2 is to provide the answers to clarification questions received. �Section J was appended with Attachment J3 -Response to Clarification Questions.� Look for Attachment J3 in the list of downloadable attachments.� The proposal due date was changed with Amendment 1 to Jun 28, 2021 at 4:00pm and is unchanged by Amendment 2. Amendment 1 NOTICE:� Questions and Answers have been delayed due to availability of the technical expert.� At this time, the due date is being pushed out two weeks.� The questions and answers will be posted as amendment 2.� Our intent is to give offerrors the opportunity to have the Q&A�information for two weeks before the proposals are due.� Please enjoy your holiday since the Q&As will not be posted until the latter part of next week at the earliest. BACKGROUND National Library Service (NLS), a part of the Library of Congress is seeking a contractor to provide accessibility testing services executed in an agile manner. The contractor�will be testing work products created either internally by NLS technical staff, or by�other contractors outside of this contract.��These work products will be used by NLS staff or NLS patrons, who are visually impaired that require the use of assistive technology�such as screen readers. The expectation is that the contractor will test these work products, which are also created in an agile manner,�for accessibility at various stages in their development to ensure that they maintain a high level of accessibility. SCOPE The contractor shall provide accessibility testing services. All accessibility testers provided by the Contractor must be legally�blind and must either be current NLS patrons or will be able to become NLS patrons within one month. REQUIREMENTS The contractor shall provide accessibility testing services for applications used by NLS staff or patrons, who are visually impaired that require the use of assistive technology such as screen readers. The testing services will validate compliance with NLS accessibility requirements as well as evaluate usability of the application when used with assistive technology. By usability we mean�the concept of whether the software or application can be used in an efficient and effective manner by blind individuals using assistive�technology. Attached to this announcement is Solicitation 030ADV21R0604, which has all the specific details on this requirement, please read this document if you will be providing a proposal.� There are two attachments to the solicitation: 1) Attachment J-1 Agile-based Testing Methodology-v3.docx and 2) Attachment J-2 - Price Schedule.xlsx. Key dates from the Solicitation:� Question due date, if you have questions related to this soliciation, they must�be submitted� in writing to the contracting officer no later than 12:00 pm (Noon) EDT on Wednesday Jun 23, 2021.� All questions will be collected and answered in one document that will be issued as an amendment to this solicitation.��The Library will not�guarantee answers to questions received after this date, nor guarantee an answer to questions deemed irrelevant.
