- This procurement is for non-personal technical, analytical, and financial support services for the Office of the Deputy Chief of Staff (DCS), G-8 Force Development Directorates (FD). These non-personal support services include contracted advisory and assistance services that provide dedicated subject matter expertise in force development processes, analysis, integration, information and tactical data systems, force modernization, and the equipment fielding process needed to support the Army's mission.� This technical subject matter expertise will be utilized to assist the Deputy Chief of Staff (DCS), G-8 Force Development Directorates (FD) the Deputy Chief of Staff, G-8, Force Development Directorate (FD) Front Office, Directorate of Resources (DOR), Directorate of Materiel (DOM), Directorate of Joint & Integration (DJI), the Director�s Initiatives Group (DIG), and the Office of the Chief, Army Reserve (OCAR), Strategic Equipping Division (SED) in their role in the prioritization, integration and programming of Army and Joint materiel capabilities; validating, approving, and prioritizing Army materiel capabilities; and integrating, analyzing and modeling materiel capabilities across missions and functional areas as necessary to support the above directorates� collective mission of fully equipping the Army forces. The focus is to support the G-8 FD mission with research, analytic, programmatic, materiel requirements development, communications, and financial services support in order to ensure successful execution of its responsibilities. Through research, analysis, and increased representation at meetings, conferences, Integrated Product Teams (IPT) and other events, this effort will assist FD in correlating its planning, programming, budgeting and execution responsibilities with the intent and directives of the Department of Defense and the Department of the Army. The effort will also assist the FD in developing, coordinating, and providing oversight of system/program budgets, the Program Objective Memorandum (POM), and similar efforts for its assigned systems and programs.� The analyses would result in the development of cost databases, cost estimating relationships (CER), cost models, and special research to support the estimation of life cycle costs or economic analyses.� The Offeror's quote shall state if the delivery requirements can be met. Award will be based on a Best Value Trade-Off evaluation. The Government intends to award without communications. However, the Government reserves the right to conduct communications if it is later determined by the Contracting Officer to be necessary.
