Description
THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID.� NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command (NAVFAC) Washington/FEAD Quantico intends to issue a Solicitation for a Firm Fixed-Price, contract for the Upgrade Substation C with SF6 Switch, Design Bid Build Construction Project, at Marine Corps Base (MCB) Quantico, VA. The anticipated requirement will be issued under Solicitation Number N4008021R6152.� The Solicitation is expected to be posted to the SAM.gov website at https://sam.gov/ around the first week of August. This procurement will be conducted utilizing Full & Open Unrestricted competitive negotiation procedures under FAR Part 15.101 Best Value Continuum.� Evaluation will be conducted utilizing the Lowest Price Technically Acceptable (LPTA) Source Selection Process in accordance with the procedures at 15.101-2.� The Government intends to award one (1) firm fixed-price contract.� In accordance with FAR 36.204 (e), the construction magnitude of this project is estimated between $500,000 and $1,000,000. The North American Industry Classification System (NAICS) Code for this procurement is 237130 with the annual size standard of $39.5M. Project Description: The Government is soliciting a Bid for the Project as a design-build contract. The selected Offeror will retain the services of an architectural and engineering firm to provide engineered design services to further develop the concept(s) contained in Part 6. Substation C was constructed in 1993 as a 15kV and 2.4kV electrical power distribution facility containing pad-mounted switchgear equipment and underground medium voltage cable systems. Earlier in 2020, the 4-way medium voltage switch at Substation C failed.� The facility was re-energized after a temporary medium voltage switch was installed to bypass the failed switch.� Upon further inspection, other Substation C medium voltage equipment and related cable terminations were discovered to be in varying states of degradation and must be replaced.� The facility is located within a fenced compound in the southeast parking lot area of the Clubs of Quantico, Building 3017. The existing Substation �C� switchgear, feeders, substation transformer, 4-way pad switch and some associated cables have faulted, or are failing. Quantico Marine Corps Base is in need of an immediate and engineered demolition, design and installation of a new 15kV switching-only distribution system at Substation C and demolition, design and transition of an existing off-site 15kV / 2400V H-Pole transformer substation system into a pad-mounted 15kV system. This project requires a phased approach and will result in the demolition of existing Substation C and Shuck Hall (Bldg. 3229) medium voltage pad-mounted equipment, H-Pole transformer array and associated equipment; new four-way duct bank system(s), a new 15kV� pad-mounted switchgear at Substation C to replace the existing 15kV and 2.5kV vacuum breaker switchgear systems and substation transformer, new 4-way 15kV pad switch, a 15kV / 240V pad-mounted distribution transformer system and a new wooden support pole at Shuck Hall for existing Phone, Communication, Antenna and Television cables, and replacement of existing medium voltage underground cables within Substation C and NETA testing of all cable splices and terminations. Nearby buildings to Substation C and Shuck Hall will remain occupied and must remain operational through all phases of construction. An engineered and temporary re-feeding of nearby facility medium voltage power is required during construction. Security measures are required to ensure denial of access into Substation C and Shuck Hall (Bldg. 3229) by unauthorized personnel during construction. Demolition and installations must occur on weekdays during regular business hours.� Pre-schedule utility switchover operation(s) to weekend days. The Government intends to post all notices/amendments related to this solicitation on SAM.gov at https://sam.gov/.�All interested firms must be registered on SAM.gov web sites in order to obtain the solicitation documents and all information regarding the solicitation.� Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments. Offerors are encouraged to check the SAM website frequently for notification of any changes to this solicitation. IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on Department of Defense solicitations must be registered in the System for Award Management (SAM) database. Failure to register in the SAM database will make an Offeror ineligible for award. The SAM website can be accessed at www.sam.gov/portal/SAM.
