- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 2121301C60487 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 238320 with a small business size standard of $15.00M. This requirement is a Small Business Set-Aside and only qualified sellers may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted, and, unless otherwise displayed at www.UnisonMarketplace.com, will end on: 2021-07-02 11:00:00.0 Eastern Time. This time supersedes the Offers Due Time listed above. FOB Destination shall be in the Place of Performance. The USCG SILC Base Cleveland requires the following items, Meet or Exceed, to the following: LI 001: Remove and properly dispose of chair railing and baseboards. Repair dry wall from chair rail removal, and remove all wall imperfections and sand smooth. Apply primer and 2 coats of Gray Screen (SW7071) to all walls. Apply 2 coats of Pure White (SW7005) paint to window casings. Square Footage of space is roughly 200 sq ft. -Clean up and dispose of all debris and ensure space is returned to the same condition of cleanliness as it was before project start., 1, JB; Solicitation and Buy Attachments ***Question Submission: Interested Offerers must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, USCG SILC Base Cleveland intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USCG SILC Base Cleveland is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com. There is no cost to register, review procurement data or make a bid on www.UnisonMarketplace.com. Offerers that are not currently registered to use www.UnisonMarketplace.com should proceed to www.UnisonMarketplace.com to complete their free registration. Delivery must be made within 10 days or less after receipt of order (ARO). LOCAL HIRE (JUN 2006) (a) When performing a contract in whole or in part in a State with an unemployment rate in excess of the national average determined by the Secretary of Labor, the Contractor shall employ, for the purpose of performing the portion of the contract in that State, individuals who are local residents and who, in the case of any craft or trade, possess or would be able to acquire promptly, the necessary skills. Accident and Fire Reporting (DEC 2003) (a) The Contractor shall report to the Contracting Officer any accident or fire occurring at the site of the work that causes: (1) A fatality or the loss of at least one lost workday on the part of any employee of the Contractor or subcontractor at any tier; (2) Damage of $1,000 or more to Federal real or personal property; either real or personal; (3) Damage of $1,000 or more to Contractor or subcontractor owned or leased motor vehicles or mobile equipment; or (4) Damage for which a contract time extension may be requested. (b) Accident and fire reports required by paragraph (a) above shall be accomplished by the following means: (1) Accidents or fires resulting in a death, hospitalization of five or more persons, or destruction of Federal real or personal property, the total value of which is estimated at $100,000 or more, shall be reported immediately by telephone to the Contracting Officer or his/her authorized representative and shall be confirmed by telegram, facsimile or e-mail transmission within 24 hours to the Contracting Officer. Such telegram or facsimile transmission shall state all known facts as to extent of injury and damage and as to cause of the accident or fire. (2) Other accident and fire reports required by paragraph (a) above may be reported by the Contractor using a state, private insurance carrier, or Contractor accident report form which provides for the statement of: (i) The extent of injury; and (ii) The damage and cause of the accident or fire. Such report shall be mailed or otherwise delivered to the Contracting Officer within 48 hours of the occurrence of the accident or fire. (c) The Contractor shall assure compliance by subcontractors at all tiers with the requirements of this clause. (End of clause)
