Description
This announcement constitutes a Pre-Solicitation Notice/Synopsis in accordance with FAR Subpart 5.2. The Government intends to issue a formal solicitation via a Request for Quotes (RFQ) in accordance with FAR 13, following this announcement, on or about 15 days from the publication of this announcement. The solicitation and if applicable, any amendments, shall be posted on SAM.gov. Responses will be due 30 days after the solicitation is posted, unless extended through an amendment. There may be a question and answer period/pre-proposal conference before quotes are due. Interested offerors must be active in SAM.gov at the date and time quotes are due to be eligible for award. Quotes submitted by contractors without an active record in SAM.gov will not be considered. The U.S. Forest Service plans to solicit quotes for a single award, Firm-Fixed Price contract type with an estimated magnitude for the base and options between $25,000 and $100,000. The Government anticipates awarding a sole contract for replacement of fencing.� Prospective offerors are required to submit quotes in accordance with the forthcoming solicitation. Scope of Work: Work for this project consists of a contractor supplying labor and materials for the construction of a new fence as specified and described below, plus the removal of existing fences as described. The Forest Service shall flag new fence locations: East Ash Fence Construction � the fence construction will begin at the cattle guard on the north end of the fence (refer to the attached map). The fence will run SE for approximately 6,500-ft. There are existing H-braces that will be replaced to meet the specifications on the attached fence drawings. Chadron Creek Fence Construction �this fence will replace the existing fence line and will be built on-line with the existing fence. The fence construction will begin at the NW end of the fence (refer to the attached map) starting at an existing fenceline and head east for approximately 500-ft. This section of fence may be difficult to access. The fence will then run SW for about 3,000-ft. There are existing t-posts and wire from the original fence, all old fence material will be removed by the contractor and thereafter become the property of the contractor to dispose of. Bordeaux Creek Fence Construction � the fence construction will begin at the S end of the fence (refer to the attached map) starting adjacent to the road and vertically above an existing fenceline that runs east to west. The new fenceline will head N and slightly E for approximately 550-ft, along a flat top and through a small drainage, adjacent to the road. In this section, the old fence runs parallel (to the W) and will be removed by the contractor. From the small drainage, the new fence will then head W for approximately 215-ft and then NE for approximately 875-ft. This section of fence will be similar to the old fenceline. All existing posts and wire will be removed by the contractor. This section of fence should be relatively easy to access and install. The last section of new fence crosses a steep drainage and heads NW for approximaly 700-ft; portions of this fence may require installing by hand. In this section, the existing fence runs parallel (to the W) and will be removed by the contractor and thereafter become the property of the contractor to dispose of. Location(s): � A. East Ash Fence: Access to the project location can be obtained off East Ash Road. The fence will run along the east side of the road providing easy access and will cross through Sections 21 & 28 of T31N; R50W of Dawes County Nebraska. B. Chadron Creek Fence: Access to the project location can be obtained off Broken Plow Road. The fence replacement will remain in the same location as the old fence and will mostly run along the road providing easy access. The fence will cross through Sections 1 & 12 of T31N; R49W of Dawes County Nebraska. C. Bordeaux Creek Fence: Access to the project location can be obtained off FS Road #723. The fence will run along the west side of the road and remain on the east side of the creek, providing easy access.
