- Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order to Turner Designs, Inc, San Jose, CA for fluorometer sensors as described in the attached Salient Characteristics. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Turner Designs is, to the USGS' knowledge, the only source who can provide sensors to meet the government's requirements. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 334516, Analytical Laboratory Instrument Manufacturing. Responses or inquiries shall only be accepted through electronic mail addressed to dallan-loucks@usgs.gov and must be uploaded and received in their entirety no later than 07/29/2021. Responses submitted by hardcopy shall not be accepted or considered. Submersible Fluorometer: Salient Characteristics The Water Mission Area (WMA) Water Quality Program (WQP) Proxies Project requires the procurement of multiple submersible fluorometers to carry out planned field work in support of project goals and objectives. The minimum necessary salient characteristics of the fluorometric sensors that are needed are as follows: A) a single submersible unit that can collect fluorometric information from up to SIX independent optical sensors (each set for discrete excitation/emission wavelength pairs), plus an internal temperature sensor; B) Specific fluorometric sensors needed include those for: turbidity, fluorescent dissolved organic matter (FDOM), chlorophyll (with blue excitation optics), fluorescein, refined fuels, and optical brighteners (custom) C) The custom `optical brightener� sensor must conform to an excitation window of 340-380 nm and an emission window of 400-440 nm D) the primary unit must compatible with a submersible battery for self-contained extended deployment (e.g. 30 days) E) Capable of continuous data capture/ storage with integrated firmware F) the primary unit must include a mechanical wiper and copper antifouling plate to mitigate biofouling during deployment
