Description
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures.� This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334515 with a small business size standard of 750 employees. AFRL requires wavemeter system with the follow specifications: The system, Quantity 1, consists of: HF-ANGSTROM Ws/7-IR2: WS7 high finesse optical wavemeter Wavelength Meter, Solid State, Super Precision, IR2 measurement range: 1000 to 2250 nm absolute accuracy: 1000 to 1180 nm: � 60 MHz 1180 to 2250 nm: � 40 MHz no moving parts cw and pulsed laser measurement fiber coupled for high measurement stability highest wavelength measurement speed available enabling multiple options (see below) very sensitive lineshape CCD detectors for very low light input requirements high speed USB 2.0 interface Multichannel switcher for measuring multiple sources simultaneously PID option for stabilizing laser to any wavelength Linewidth option for easy measurement of laser linewidth Content of delivery: � 1 optical unit � 1 USB cable � 2 collimators � 1 MM fiber (50�m, 5m) � 1 software � 1 manual � 1 power supply 5V � 3 SM fibers (980, 1300, 1550 nm) HF-PCS8: Photonic Crystal Switch 1x8 Four input channels (1x8)� Endlessly single mode (330 to 1180 nm)� Unlocks full sm range of WLM to switch users� < or equal to 90% transmission loss Content of delivery: � 1 photonic crystal switch (PCS_complete) � 1 control cable � 1 power supply (5V) � 8 SM fibers FC/PC:FC/APC (1250) 5m � 8 collimators HF-LC-PID 8-TIME: active wavelength stabilization control for stabilization for 8 lasers external AD-card (16bit +/- 10V) requires 8x multichannel option output voltage can be adjusted to match your lasers input � Laser control software to lock the laser to any wavelength or program a sequence with the help of a large variety of functions (step, triangle, sinus...) � PID-SIM, software for finding the right PID parameters automatically HF-1532NM CAL LASER: SLR-1532 (Acetylene @1532nm) calibration laser for IR WS devices Wavelength: 1532 nm Absolute accuracy: � 2 MHz Output power: 0-7 mW Self (re-)calibration Fiber coupled laser output Easy to use ""Plug & Play"" The Government intends to negotiate a sole source contract with Toptica Photonics, 5847 County Rd 41, Farmington, NY 14425 The Government has determined that no other source has commercial offerings that can meet this requirement of meeting infrared wavelengths between 1000-2250nm. If this system is not procured there will be a halt of future experiments for the Government and will cause the inability to meet yearly program milestones. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 31 August 2021. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
