Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends on a negotiate on a sole source basis in accordance with IAW FAR 13.106-1(b)(1)(i), with �CATI, Inc., 208 Heritage Way, Ozark, AL 36360-2803 as the only responsible source that can provide an permanent usage licenses and imaging database generation system compatible with X-IG� runtime format. This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2021-06 are incorporated. The U.S. Army Aeromedical Research Laboratory (USAARL) Flight System Branch requires procurement of a permanent License of Sydney Database (Day/Night Scene) virtual simulation database compatible with their existing NUH-60 and CAPTE-VCS simulators. Items being included in this acquisition are: Permanent Usage License for Sydney Database delivered in X-IG� Runtime Format, Includes installation and Integration. The U.S. Army Aeromedical Research Laboratory (USAARL) Flight System Branch, who is responsible for collaborating research among USAARL working groups, requires a permanent License of Sydney Database (Day/Night Scene) complied in X-IG Runtime Format for human factor aviation research� compatible with their existing NUH-60 and CAPTE-VCS simulators. USAARL�s currently uses CATI Image Generation Systems on both the NUH-60 Black Hawk Research Flight Simulator and Cockpit Academic Procedural Trainer � Enhanced Visual Capable System (CAPT-E VCS) simulators. The Sydney database is already in a runtime compatible with existing simulators and requires no additional development costs. Both simulators are relatively new and utilize the latest image generation technology. Replacing the new visual systems on these devices to accommodate the open solicitation for obtain a single database is not practicable or cost effective, nor would it meet the time constraint of USAARL�s research schedule. The intended procurement will be classified under North American Industry Classification System (NAICS) 541512 with a Small Business Size Standard of $27,500,000.00 Dollars. This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a)(1). USAMRAA intends to release a solicitation no sooner than seven (7) days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Meaningful submissions received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no meaningful, written submissions are received by the date listed below, which reflects at least seven (7) days after the publication of this notice, the solicitation will be issued as a sole source requirement to CATI, Inc.
