Description
Sources Sought Notice (Related Notice: 80ARC019-ASSESS-RFI) NASA/Ames Research Center (ARC) is hereby soliciting information from potential sources for the Aircraft Systems and Spaceflight Engineering Support Services (ASSESS) acquisition. The ASSESS requirement include requirements that are currently procured through: AEMMS Contractor Name: Science and Technology Corporation (STC) Contract Number: NNA16BD60C ESTRAD Contractor Name: Analytical Mechanics Associates (AMA) Contract Number NNA15BB15C ASSESS will provide support to NASA/ARC in the performance of research, development, test, and analysis of aeronautics and exploration flight vehicles.� ARC organizations supported by ASSESS include the Entry Systems Division (Code TS) which provides technology for missions including reentry from low Earth orbit, Solar System exploration, high speed Earth reentry, and hypersonic systems; the Systems Analysis Office (Code AA), which performs flight system analysis and design; the NASA Advanced Supercomputing Division (Code TN) which develops and applies CFD/IT/Physical modeling and computational chemistry technologies to support Human Exploration and Operations, Aeronautics, Space Technology and Science Missions; and the Aeromechanics Office (Code AV), �which is responsible for aeromechanics research activities that directly support the civil competitiveness of the U.S. helicopter industry. The National Aeronautics and Space Administration (NASA) ARC �is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for ASSESS.�� The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. This procurement is to conduct and support research and technology development in order to meet evolving NASA mission objectives with respect to aircraft and spaceflight systems.� Specific requirements include computational and experimental aerodynamic and aerothermodynamic analysis, and material response analysis for the development of thermal protection materials and components for entry systems and other hypersonic vehicles; the development, test, and application of computational modeling and simulation tools and technologies for system and vehicle conceptual analysis and design; the development of systems analysis tools and integrated processes (e.g. MDAO) for technology, vehicle, and mission analysis;� computational tool development on NASA Advanced Supercomputer (NAS) High End Computing (HEC) systems for aerodynamic and aeroacoustic analysis of and analysis of flow regimes ranging from incompressible through hypersonic velocities; and the computational and experimental analysis of vertical lift systems, including aerodynamic performance, structural, and dynamic response, loads, external acoustics, flight dynamics and control, handling qualities, vibration, and aeroelastic stability. The Contractor shall provide research support for Subsonic, Supersonic, Hypersonic, Rotorcraft, and Uncrewed Aerial Systems in the following domains: Aerodynamics; Aerothermodynamics; Acoustics; Machine Learning; Materials Design/Manufacturing, Test/Evaluation Development and Implementation; Systems Analysis, Engineering, Design and Development; Structures Analysis; Engineering Risk Analysis; and Systems Integration. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov.� Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis. To aid industry in evaluating their ability to perform the requirement, the ASSESS draft PWS has been attached and available at the link below. Please keep in mind the attached draft PWS does not define the final requirement. Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than 10 pages indicating the ability to perform all aspects of the effort. There is no required font size and/or type designated for this Capability/Qualification Statement. Figures, exhibits, and diagrams should be readable. It is not sufficient to provide only general brochures or generic information. The capability statements shall include company specific capabilities that are relevant to the requirements listed in the ASSESS draft PWS. Submit your response electronically in PDF format. The response must include the following: 1) Company name, address, CAGE code, DUNS number, and point of contact including phone, e-mail, and website (if applicable). 2) Whether your company is Large Business, Small Business, Small Disadvantaged Business, 8(a)set-aside Small Business, HUBZone Small Business, Woman-Owned Small Business, Veteran-Owned Small Business, HBCU/MI, Service-Disabled Veteran-Owned Small Business for NAICS code 541715 size standard 1,000 employees. 3) Whether your company plans to participate in this procurement as a Prime or a Sub Offeror. 4) Your company's capability in each of the technical domains. For each technical domain, indicate what percentage of the technical domain you would perform. 5) Your company�s capability to fulfill security clearance requirements stated in the ASSESS draft PWS. The interested parties shall pay close attention to the level of security clearance required for this effort. 6) A list of relevant work performed in the past three (3) years, including contract type, contract number, technical description, dollar amount, period of performance, and a customer reference name and telephone number. If your company is currently performing relevant work on a NASA contract, please be sure to include that information. Additionally, in support of the Executive Order (EO) 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, NASA is seeking to advance equity or remove barriers for members of underserved communities related to this requirement. As defined in the EO, Underserved Communities refers to populations sharing a particular characteristic, as well as geographic communities, that have been systematically denied a full opportunity to participate in aspects of economic, social, and civic life, as exemplified by the list in the preceding definition of ""equity."" Equity means the consistent and systematic fair, just, and impartial treatment of all individuals, including individuals who belong to underserved communities that have been denied such treatment, such as Black, Latino, and Indigenous and Native American persons, Asian Americans and Pacific Islanders and other persons of color; members of religious minorities; lesbian, gay, bisexual, transgender, and queer (LGBTQ+) persons; persons with disabilities; persons who live in rural areas; and persons otherwise adversely affected by persistent poverty or inequality. NASA seeks input in the following areas: 1. To support the requirements identified in this request for information (RFI)/sources sought notification, what barriers or opportunities exist to engage subject matter experts from industry and academia and how can those barriers be overcome? How can underserved communities be leveraged? 2. To support the requirements identified in this RFI, what barriers or opportunities exist to partner with subcontractors that employ members of underserved communities, as defined above? 3. What other recommendations would you make to enhance diversity and inclusion? 4.
