Description
Request for Information VA Office of the Chief Technology Officer User Research Recruitment Services This is a Request for Information (RFI) only. Do not submit a proposal. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. This VA User Research Recruiting contract shall provide the VA Office of the Chief Technology Officer (OCTO) with recruitment of Participants (Veterans, Caregivers, Delegates, Active Duty Servicemembers, Reservists and Dependents) to participate in studies and provide substantive feedback regarding new OCTO products being developed or acquired by OCTO and its organizational partners. The Contractor shall recruit Participants for individual studies that match specific screening criteria. For the remainder of the PWS: The Contractor shall perform screening, recruiting, scheduling, technological assistance, note taking, and Participant compensation activities. The Government or designee will facilitate all studies. It is requested that all companies interested in participating in this effort please note their interest and submit responses to the items listed below. If interested please provide the following: Please indicate whether you are a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB), and if so under which North American Industry Classification System (NAICS) Code(s) are you considered a Small Business (as stated in the System for Award Management (SAM) Database). Confirmation that the vendor has an active and growing database of at least 400 Veterans, Caregivers, Delegates, Active Duty Servicemembers, Reservists and Dependents (with representation across all categories) that can serve as a pool of user research subjects. In-house research participants and focus groups should be excluded from this count. Examples of past experience where the contractor, as a prime, has successfully recruited for, scheduled, 100+ user research studies, including participant troubleshooting and preparation. Any Contract Vehicle of which you are a part of that can be used to acquire your services as well the company business size and status you fall under for each vehicle (if different from the above).
