Description
***This is a Sources Sought.� This is just to find interested Contractors.� This is not a Solicitation.*** Buckley Space Force Base CATHOLIC PRIEST PERFORMANCE WORK STATEMENT (PWS) 12 July 2021 1.0 DESCRIPTION OF SERVICES � 1.1. �General. �The contractor shall be responsible for the completion of all services outlined in this PWS in accordance with DOD, United States Space Force, Buckley Space Force Base and AMS regulations, policies, instructions, and laws.� The contractor shall plan, organize, and coordinate Mass for the active military Catholic community. The contractor�s areas of responsibility include presiding at all required Catholic religious rites/activities.� The contractor is also responsible for the overall development, coordination and management of budget and publicity items approved by the Buckley Garrison Installation Chaplain and in accordance with the Buckley Chaplain Corps Warrior Ministry Plan. Governing guidance comes from DoD, AF,� The Archdiocese for the Military Services (AMS), and Air Force Chaplain Corps governmental directives, policies and instructions as applicable. 1.2.� Location. Garrison Chapel, 16401 E A-Basin St. Buckley Space Force Base, CO 80011-9509. And/or any building on Buckley Space Force Base that has been approved by the Installation Chaplain or their designee and agreed upon by the contractor. 1.3.� The contractor shall furnish all personnel, transportation and services necessary for a part-time contract Catholic Priest position at Buckley SFB Chapel. � 1.4.� The contractor shall provide 20 hours a week in support of the required sacramental ministry needs of active duty Catholic military members and their families.� The exact work schedule shall be arranged with the Installation Chaplain or their designee. �The schedule may be adjusted to meet requirements for duties outside of the normal 0730-1630 duty hours. 1.5. �QUALIFICATIONS AND EXPERIENCE 1.5.1.� The contractor shall be a duly ordained Roman Catholic priest in good standing with the bishop of his diocese or the superior of his religious order in the Catholic Church and must be endorsed by document.� � 1.5.2.� The contractor shall provide written proof of permission from his diocesan bishop or religious superior to enter into these services as a priest as well as provide a current Ecclesiastical Endorsement from the Archdiocese for the Military Services (AMS), USA http://www.milarch.org/). 1.5.3.� The contractor shall be a positive and self-directed individual with high standards or personal and moral conduct/decorum. 1.5.4.� The contractor shall be able to work cooperatively with chaplains, religious affairs and other chapel contractors in an ecumenical/interfaith setting.� 1.5.5.� The contractor shall have knowledge of military protocol or be willing to learn. 1.5.6.� The contractor shall pass a federal background investigation prior to contract award.� 1.5.7.� The contractor shall provide two (2) letters of recommendation, at minimum, regarding character and work performance.� The Government reserves the right to contact contractor references. 1.6.� DUTY REQUIREMENTS 1.6.1� The contractor shall provide administrative support, religious services, and pastoral care in support of: daily Mass (5 days a week, Sunday-Thursday, no more than three-times per week outside of chapel). The contractor will provide opportunity for the Sacrament of Reconciliation, active duty funerals, last rites, Lent/Advent Penance Services, Ash Wednesday, Holy Tridiuum Services, Christmas Service, Holy Day Masses, counseling, active duty retirement invocations, attend HC team meetings (at a minimum of one (1) meeting each month), compile ministry information for the Air Force Chaplain Corps Statistical Report (AFCCARS), complete the necessary documentation for the purchasing of Catholic supplies, and any necessary training to become proficient in administrative duties. The contractor will maintain a database of off base Catholic parish/resources in the event military members and their families request support the contractor cannot provide. 1.6.2.� The contractor shall assist the Installation Chaplain and Chaplain Corps staff in developing goals and objectives that meet Air Force, Space Force, Buckley Garrison, and Catholic church requirements. 1.6.3 ��The contractor shall provide technical expertise to the Installation Chaplain, and the Chaplain Corps staff regarding spirituality, traditions, laws, policies, procedures, directives, worship, devotions, and sacramental preparation requirements of the Catholic Church and the AMS. 1.6.4.� The contractor shall assist in recruiting, training, and managing volunteers to participate and provide support to Catholic and chapel-sponsored activities and programs. 1.6.5.� The contractor shall provide technical expertise and recommendations to the Installation �Chaplain or their designee concerning Catholic services funds, the Catholic portion of Chapel Tithes and Offering Fund (CTOF), and needed resources including equipment, supplies and space to ensure accomplishment of parish goals and objectives. 1.6.6.� �Maintain sacramental records and pre-marital documentation per the requirements of the AMS. 1.6.7.� The contractor shall assist in establishing and scheduling a parish advisory council to meet at least quarterly to foster pastoral activity and to address Catholic community-related concerns and issues. Contractor shall preside over the meetings and ensures minutes are taken and made available to Buckley Space Force Base chapel attendees. 1.6.8.� The contractor shall serve as a liaison maintaining a working relationship between the AMS, the Denver Archdiocese, the clergy of the local Catholic parishes and the Army and Navy Chaplains in the Buckley Space Force Base and Denver area, home parishes of base personnel, Buckley Garrison unit commanders, First Sergeants, senior enlisted personnel and base support agencies. 1.6.9.� The contractor shall coordinate, plan and schedule with other Buckley Space Force Base organizations concerning Catholic-related events, ceremonies, sacraments as appropriate. 1.6.10.� The contractor shall provide direction, instruction, counseling and assistance with applications, testimony, documentation and the processing of annulment applications to all of those wishing to petition for a marriage annulment for those eligible members the practice within the Catholic faith. 1.6.11. �The contractor may offer invocations for active duty military retirements at Buckley SFB functions when a Catholic priest is specifically requested. 1.6.12. �The contractor shall serve as point of contact, reachable by telephone, pager or email, for all on and off base emergencies requiring active duty Catholic support or assistance to include visitation of the sick by a priest for anointing when necessary. 1.6.13. �The contractor shall provide pastoral and spiritual care to active duty Catholic family members within 24 hours of death notification and assist in the planning and preparation of funeral services. 1.6.14. �The contractor shall maintain proficiency or currency in any required Air Force Chaplain Corps or in-house staff training plan. 1.6.15. Catholic priests with the endorsement and/or faculties of the Archdiocese for the Military Services to serve Catholic personnel are to ensure implementation and support of these elements in the interest of the Free Exercise of Religion. ����������� 1.6.15.1���������� Sunday, Holy Day, and daily Mass ����������� 1.6.15.2���������� Comprehensive Religious Education and Sacramental preparation, with an emphasis on youth character formation, individual moral development, and military family cohesion and readiness. ����������� 1.6.15.3���������� Comprehensive Sacramental Ministry. This includes the sacraments of baptism, penance, First Communion, confirmation, anointing of the sick, and matrimony. ����������� 1.6.15.4���������� Rite of Christian Initiation of Adults (RCIA) ����������� 1.6.15.5���������� Young Adult Ministry focused on spiritual readiness for active duty (18-29 years of age). ����������� 1.6.15.6���������� Spiritual Enrichment programs (e.g., faith formation retreats, Life Teen, Troops Encounter Christ, marriage enrichment retreats, etc.). ����������� 1.6.15.7���������� Pastoral Counseling 1.6.16. � The contractor shall offer confession at a minimum of one (1) day per month in the Warrior Ministry Centers on Buckley Space Force Base. When the defects in services cannot be corrected by re-performance, the Government may: 2.2.1.� Require the contractor to take necessary action to ensure that future performance conforms to contract requirements; and 2.2.2.� Reduce the contract price to reflect the reduced value of the services performed. 2.3.� QUALITY ASSURANCE 2.3.1.� The Installation Chaplain or designee will monitor and inspect the contractor�s performance. 2.3.1.1.� The contractor will be notified in writing of any and all noncompliance. 2.3.2.� The contractor coordinates all support requirements with the contracting officer or designated representative. 2.3.3. �The position will be paid monthly based on 20 hours per week. 2.3.4.� The office hour schedule will be coordinated with the Installation Chaplain or their designee in order to maximize customer service to Buckley Catholic community. 2.3.5.� The contractor is required to give the Installation Chaplain or their designee a two-week notice of any period of absence. ����������� 2.3.5.1.� The contractor shall provide a substitute to perform services in the case of absence. 2.3.5.2.� A substitute must be of equal or greater capability than contractor and approved by the service chaplain, AMS, and HHQ. 2.3.5.3.� The contractor shall provide written documentation of all substitutions indicating name, date of substitutions and reimbursement total to the Installation Chaplain or their designee. 3.0.� GOVERNMENT FURNISHED PROPERTY AND SERVICES (GFP) 3.1.� Equipment and Supplies 3.1.1.� The Government shall provide all Government/Chapel facilities, equipment, and supplies necessary to fulfill this contract. 3.1.1.� The contractor shall have joint use of all available equipment necessary for performing services required by this contract. 3.1.2.� The contractor shall use established local procedures to submit for new or replacement equipment used as part of their normal contract work. 3.1.3.� The Buckley Garrison Chaplain Corps will provide required Government forms used in the performance of this contract. 3.1.4.� The Buckley Garrison Chaplain Corps will provide supplies used in the performance of this contract. 3.1.5.� The Buckley Garrison Chaplain Corps will provide training on reports, forms, regulations, policies procedures well as initial and continuing orientation and training. 3.2.�� Facilities.� The contractor shall have the use of the Installation facilities for performance under this contract:� Installation Chapel 16401 E A-Basin St. Buckley Space Force Base, CO 80011-9509. 3.2.1.� An office space will be provided, as appropriate.� A local and long distance telephone service will be available to perform service under this PWS. ����������� 3.2.1.1.� The Government will not be responsible for loss or damage of personal items brought into the chapel. 3.2.2. �The Installation Chaplain or their designee will provide support services required, to include utilities, telephone, and general distribution services. 3.2.2.1.� The contractor will be authorized to use all administrative and clerical support in the same manner as other assigned USAF chaplains. This will include, but is not limited to, copy and fax machines, religious library, installation distribution, and Class �A� and Defense Switching Network (DSN) telephone lines. These items will be used for official government business only. 3.2.3.� The contractor shall be responsible for safeguarding all Government property provided for contractor use. 4.0.� GENERAL INFORMATION 4.1.� Must be able to clearly communicate in English and conduct administrative requirements in verbal and written format as necessary. 4.2.� Maintain professional conduct and present self in a neat, clean and well-groomed manner. 4.3.� Maintain healthy and professional interpersonal relationships with staff and parishioners in a pluralistic military environment. 4.4.� The Air Force Chaplain Corps accommodates requests for chaplain services and/or support for religious practices unless the specific accommodation is logistically impossible or prohibited by law or policy.� The contractor must be able to work in an environment that accommodates all faith traditions but will not be required to perform duties that are incompatible with the Catholic faith or his professional role. 4.5.� Contractor shall provide information necessary for successful completion of a background investigation in accordance with DODI 1402.5. 4.5.1.� Failure to cooperate with a background check by providing necessary documentation, fingerprints or other information needed for its completion or the reception of a derogatory report will result in elimination from consideration for the contract or termination of the contract if it has already been awarded. 4.5.2.� In accordance with DODI 1402.5 paragraph E 6.4.1.4 The contractor may begin work before completion of the background checks, provided when working with minors he is within sight of an individual who has successfully completed a background check. 4.5.3.� In accordance with DODI 1402.5 paragraph E6.6.2 payment of the background check is the responsibility of the requesting Service or agency. 4.6.� The contractor must respond to any emergency calls within one hour of receiving the call, to include travel to Buckley Space Force Base within one-hour timeframe. 4.7.� The contract may be terminated in accordance the termination clauses contained within the contract. 4.8.� HOLIDAYS 4.8.1.� The following Installation Federal holidays are included in the cost of this contract:�� Martin Luther King Day, Washington�s Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, and Thanksgiving Day. 4.9.� DISPUTES 4.9.1. �Disputes.� Any grievance by the contractor should be resolved at the lowest level. The chain of command is as follows:� Contract Officer, Contract Officer Designee and finally the Installation Chaplain. � 4.10.� INVOICE AND PAYMENT 4.10.1.� Invoice. �Contractor shall be required to invoice through the WAWF system at https://wawf.eb.mil.� The contractor must have current registration through the System for Award Management (SAM), www.sam.gov 4.10.2.� Payment.� The contractor shall submit a monthly invoice via Wide Area Work Flow (WAWF) for services rendered. The Installation Chaplain or their designated representative will verify the invoice for accuracy and approve it for payment if appropriate within five (5) days of submission via the WAWF System. 4.11.� CONTRACTOR PERFORMANCE 4.11.1.� CONFLICT OF INTEREST 4.11.1.1. �The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. The Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DoD Directive 5500.7 and Air Force policy. 4.11.1.2.� Government Performance of Service During Labor Strikes.� Because the services outlined (indicated) in this contract are critical, the Government reserves the right to take over performance of this contract in the event of a labor strike by the contractor�s employees.� At the direction of the contracting officer, the contractor shall agree to remove its non-striking work force from the performance site and prevent interference with continuum operations.� The contractor shall, under such circumstances, permit the Government to use any contractor-furnished property necessary.� The Government will compensate the contractor for use of such property. 4.11.1.3.� Performance of Services During Crisis Declared by the National Command Authority or Overseas Combatant Commander.� On occasion, services may be required to support an activation or exercise of contingency plans outside the normal duty hours.� Emergency situations (i.e., accident and rescue operations, civil disturbances, natural disasters, military contingency operations, and exercises) may necessitate the contractor provide increased or reduced support as determined by the contracting officer. The Government will negotiate an equitable adjustment with the contractor for the cost of these emergency requirements. 4.12� OPERATIONS SECURITY (OPSEC) REQUIREMENT 4.12.1.� Operations Security (OPSEC) Requirement.� Contractor(s) will practice OPSEC to protect critical information for specific government contracts and subcontracts.� Contractor(s) will consider OPSEC for all contractual requirements. Contractor(s) will protect critical, sensitive and for official use only (FOUO) contracted information. The user organization will provide OPSEC guidance for the contractors. The following Installation OPSEC guidance is provided: Organization�s critical information list Adversaries� collection threat information as it applies to the organization�s mission and the contract, (phishing, dumpster diving, etc.) Operations security guidance (AFI 10-701) Specific OPSEC measures the organization requires 100% shred policy Out-of �office replies/messages Email guidance with respect to OPSEC OPSEC training All required OPSEC training will be provided free to mission partners and contractor from the government user organization OPSEC coordinators upon contract award. 4.13.� NETWORK ACCESS 4.13.1.� Network Access.� The Contractor(s), with a valid National Agency Check verified through Joint Personnel Adjudication System (JPAS) or validation from the on-site Contractor�s security manager, shall be provided access to the hosting bases unclassified computer networks and their inherent capabilities including, but not limited to:� Internet access, electronic mail, file and print services. The Contractor shall be held accountable for all actions that he or she initiates while on the network and shall conduct his or her business in accordance with all AF and local base instructions, manuals, and policies.� Any conduct that does not adhere to sound or just network usage as stipulated in official guidance will cause revocation of all network privileges. All personnel having access to Government program information will be required to execute non-disclosure and information protection agreements. The Government will supervise the release of data from the IMS and will designate an individual to oversee and advise the contractor on all data released and/or exported from the system.� 4.13.1.1. �In order for the contractor to use the base network, he or she shall complete all the paperwork and forms necessary for a National Accreditation Check.� The cost of the check will be paid for by the government.� The contractor shall also complete the Informational Awareness Training, including passing a final test, within three (3) days of starting the position. 4.14.� �PASS AND IDENTIFICATION 4.14.1.� The contractor shall ensure the pass and identification items (valid driver�s license, current vehicle registration and current insurance) required for the contract performance is obtained for employees and non-government owned vehicles with the Buckley Space Force Base Security Office/Visitors Center. 4.14.2.� Before the first arrival, the Contractor must mail, fax, or e-mail a DBIDs application to the Buckley Garrison Chapel, five (5) days prior to contract start, listing their full name, Social Security Number, Driver�s License # state of issue, eye color, hair color, gender, phone number, work phone number, address, signature and date.� ����������������������� 4.14.2.1. �The DBIDS application will be given to the Buckley Space Force Base Security Office/Visitors Center for processing. ����������� 4.15.�� PERIOD OF PERFORMANCE 4.15.1. �Period of Performance is �01 OCT 21 � 30 SEP 22, Plus Four Option Years. APPENDICES APPENDIX 1 � APPLICABLE PUBLICATIONS AND FORMS � Publications and forms applicable to the performance PWS are listed below.� The contractor is obligated to follow those publications.� These publications are available in the Base Chapel and maintained by the Government.� Supplements or amendments to listed publications from any organizational level may be issued during the life of the contract.
