TITLE: B-2 Radar Antenna Tool Aid Qualification Effort PURPOSE OF SOURCES SOUGHT SYNOPSIS: This Sources Sought Synopsis (SSS) is in support of market research being conducted by the United States Air Force (USAF).� The Government will use the information gathered through publication of this SSS to determine whether additional sources beyond the Original Equipment Manufacturer (OEM, Raytheon) exist. The Government is interested in all potential sources including Small Businesses, Small Disadvantaged Businesses, 8(a) businesses, Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, Women-Owned Small Businesses, etc SUMMARY: The work required by this draft Performance Work Statement (PWS) provides direction to the contractor in support of the B-2 Radar Antenna Tool Aid build accomplished under Air Force Sustainment Center (AFSC) contract FA8119-17-D-0015. The contractor will be required to develop a formal ground qualification plan for qualification of the Radar Antenna Tool Aid(s) build. Furthermore, the overall result after off-aircraft qualification of the Radar Tool Aid is established will be a Radar Antenna Form/Fit/Function (F3) Flight Justification Test (FJT) qualified unit. The purpose of this effort upon completion of flight-qualified units is to enable AFSC the ability to procure additional antenna units and/or line replaceable modules (LRMs) from the Radar Tool Aid production line for operational use on the B-2 platform. The Contractor will be responsible for the scheduled delivery of quality products in accordance with the PWS. Potential sources shall be capable of furnishing all labor, materials, facilities and equipment required to accomplish the work required by the Performance Work Statement (PWS). Potential sources may be responsible for nonrecurring engineering costs associated with becoming an approved source. Please see attached document: DRAFT Performance Work Statement Interested sources must select �add me to interested vendors� and submit a response addressing the survey questions below. Responses must be received by the effort by the �closing date� of this notice. CONTRACTOR CAPABILITY SURVEY INSTRUCTIONS FOR RESPONSE: Interested vendors shall submit a response to the Contracting Officer. Responses shall be in the format below and include the following information: The submission shall conform to the following: �Document Type: MS Word or Adobe PDF Page limit: 10-page (maximum) Page size: shall be 8.5 x 11 inches; foldouts are permitted but will be assessed towards total page count. Pages shall be single-spaced. The font shall be 12 pt. Times New Roman Margins: At least 1-inch on the top and bottom and 1-inch on the sides. Capability statements need to fully address the two (2) parts identified below. Address potential teaming arrangements Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime, and the work accomplished by the teaming partners If a teaming arrangement is considered, describe tasks the prime would perform versus tasks the subcontractor would perform. If proposing as a prime and considering the type of technical capability required for this work, would your company alone be capable of performing 75 percent of the work for this requirement? At least 75 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Identify the risk areas associated with this effort? Identify how risks could be mitigated? Express if your company currently has a DCAA approved accounting system? If your company is considering priming this contract and is required to perform at least 50 percent of the work, how would work beyond in-house capabilities be handled? Any other pertinent information that would be useful to the Government as it relates to this effort. Include a detailed listing of facilities and equipment, including quantities, required to satisfy the requirements of this effort. Provide an outline of the proposed process, including inspections.
