Description
This Request for Information (RFI) is being released pursuant to the Federal Acquisition Regulations (FAR) Part 10 Market Research. The information collected through the process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002. This is NOT a Request for Proposals (RFP), and nothing shall be construed herein or through the Sources Sought process to commit or obligate the Government to further action. In addition, vendors responding to this RFI shall bear all risks and expenses of any resources used to provide the requested information. The submission of capability information in response to this market survey is purely voluntary. The Department of Justice (DOJ), the Office of Justice Programs (OJP) is issuing this RFI to identify qualified and responsible small business vendors (e.g., 8(a); Service-Disabled Veteran Owned Small Business; Historically Underutilized Business Zone (HUBZone) Small Business; Small Disadvantaged Business; Veteran-Owned Small Business, Women-Owned Small Business and Economically Disadvantaged Women-Owned Small Business) having expert skills in architecture/engineering (A&E) with applying ADA (Americans for Disabilities Act) Standards for Accessible Design and Section 504 standards in funded prisons, jails, community corrections facilities, juvenile confinement facilities, and other facility types that are recipients of federal financial assistance to ensure that such facilities do not discriminate against individuals with disabilities. The applicable North American Industry Classification System (NAICS) code assigned to these proposed services is 541611. The anticipated contract type is Time & Material. The anticipated period of performance is a base year plus two (2) option years commencing September 1, 2021. The anticipated place of performance will be the Contractor�s site and field locations. The OCR is seeking to obtain the services of a Contractor who has expertise in architecture/engineering (A&E) and experience in applying the ADA and Section 504 in funded prisons, jails, community corrections facilities, juvenile confinement facilities, and other facility types that are recipients of federal financial assistance to ensure that such facilities do not discriminate against individuals with disabilities. In particular, the Contractor will: 1) assist OCR staff in evaluating allegations of disability discrimination against recipients in any aspect of their facilities� operations; 2) analyze policies, procedures, practices, and training for compliance with the ADA and Section 504, including but not limited to requirements regarding a) program accessibility and b) architectural access; 3) assist OCR staff in developing an investigative plan for onsite visits of subject facilities, including guidance for the collection of evidence such as measurements and photographs to establish compliance with the ADA and Section 504; 4) review all relevant information, which may include inmate grievances, disciplinary, and medical records, as well as photographs, measurements, and other evidence collected during onsite visits by OCR staff; 5) for some investigations visit facilities, which may involve interviewing administrators, staff, inmates, volunteers, and contractors, and develop an investigative record as to compliance with the ADA and Section 504; 6) present analysis and opinions to the OCR orally and in writing; 7) assist the OCR in preparing written reports, each tailored to the specific investigation at hand, regarding its analysis of and conclusions about recipients� policies, procedures, practices, and training; and 8) aid the OCR in developing appropriate remedies and monitoring recipients� implementation of those measures.
