- Description
- 1.� The 2nd Contracting Squadron, Barksdale AFB, hereby submits an intent to sole source notice. The Government intends to award a firm-fixed-priced contract to Blackhorse Solutions, Inc for a 10 day, in person, Cyber Advanced Support Operations (CASO) Training course. This procurement action is being conducted in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Requirement. This document does not constitute a request for quotations, proposals, or bids. 2.� �An extended description of the product being acquired is as follows:� This requirement is for an in-person training that will help to focus on delivering commercial best practices to understand and exploit the publicly available information (PAI) domain with advanced and safe research techniques.� The training will include research techniques for conducting digital research and analysis for operations and intelligence missions.� The training will help each member to be able to safety operate on the Internet, such as protecting their identity and digital footprint.� The classes objectives need to be broken down in five major areas of focus: Prepare (data, privacy, security & research), Discover (digital & geo discovery, & the hidden Internet), Analyze (link, social, content & behavioral analysis), Synthesize (synthesis lab) and Report (communicating insight, workflow integration, & research challenge).� The objective is to make sure students can leave the course with the ability to think critically about exploring both the human and technical dimensions of the digital space to identify and solve problems. 3.� Firms who desire to challenge this sole source action must submit an interest letter (email is acceptable) that demonstrates technical expertise, certifications, and authorization to compete for this acquisition. The letter must describe clear and convincing evidence that competition would be advantageous to the Government, and will not be cost or time prohibitive. 4.� Please send your responses to the following individuals: Barrett Newsom Contracting Specialist at barrett.newsom@us.af.mil *The determination not to complete this proposed contract action is solely within the discretion of the Government. Information received will be evaluated as to confirm or deny the decision to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. 5. �Responses are due no later than Monday, 26 July 2021, by 12:00 P.M., Central Standard Time.
