Description
SOURCES SOUGHT:� The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), intends to acquire design-build geothermal heating, ventilation, and air-conditioning (HVAC) conversions under NAICS Code 238220, for various Nation Weather Service (NWS) Weather Forecasting Offices (WFO) located in the central region of the United States. The upcoming contract�s period of performance will be for five years, from September 13, 2021 through September 12, 2026. Description of the Requirement: This NWS Central Region Headquarters� (NWS-CRH) requirement provides geothermal heating, ventilation, and air-conditioning (HVAC) conversions to achieve and maintain annual reductions in building energy use, in addition to implementing energy efficiency measures to reduce costs.� The required HVAC conversions shall be compatible with the current control system/configuration operated through the main NWS-CRH control server located in Kansas City, Missouri. This current system is a specially designed HVAC enhancement, for which Control Technology and Solutions, LLC (CTS) has proprietary designs that includes a specialized geothermal well field, internal heat recovery unit, and a customized Building Automation System (BAS) control system that interfaces between the NWS-CRH server located in Kansas City, Missouri and all associated NWS WFOs. This is noted as more than half of the thirty-eight offices within the NWS Central Region have been converted and configured under Contract WC-133W-16-CQ-0048. The majority of the work includes the following: 1) Conversion of a conventional HVAC system to a ground source (geothermal) heat pump (GSHP) system; 2) Conversion of a conventional HVAC system to an air to air heat pump system; 3) Installation of NWS-CRH interfaced (BAS); and 4) Conversion of computer room air conditioning (CRAC) systems through wall structures. These HVAC replacements will continue to allow the NWS-CRH to efficiently accomplish its around-the-clock mission of providing local weather forecasts and warnings for the protection of life and property.� Once started, all work must be completed at a site without a lapse or break in construction due to the critical mission of each NWS WFO. Places of Performance: The NWS Central Region Weather Forecasting Office project areas are located in: Lincoln, Illinois; Syracuse and Indianapolis, Indiana; Goodland and Wichita, Kansas; Jackson, Kentucky; Grand Rapids and Marquette, Michigan; Duluth, Minnesota; Pleasant Hill, Missouri; Hastings, Nebraska; Bismarck and Grand Forks, North Dakota; Aberdeen, South Dakota; LaCrosse, Wisconsin; and Cheyenne, Wyoming. All work shall comply with all State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. Per Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude per construction project is between $500,000 and $1,000,000. The Contractor shall be responsible for obtaining all required licenses and permits to perform the required work, and be properly bonded and insured in accordance with the FAR requirements. CAPABILITY PACKAGE:� This is not a solicitation nor is a solicitation available at this time. This is only the market research phase of this requirement. By no means does this sources sought imply or guarantee that the Government will solicit or enter into an agreement with any firm responding to this notice. The Government is trying to determine if there is adequate competition in order to compete this requirement. Contractors interested in this requirement must respond to this notice with brief supporting documentation to demonstrate that they are capable of performing the attached Statement of Work.� Responses shall contain company name, address, point of contact, telephone number, email address, socioeconomic category, and business size for the specified NAICS code 238220.� All interested parties must submit their capability package in no more than 15�pages.� Responses must be submitted in Adobe pdf. format to the attention of Jason S. The following information must be submitted in the capability statement: 1) Documentation of a design-build geothermal HVAC conversion options available including �geothermal�systems, web based control systems, and offered efficiencies performed to reduce energy consumption. 2) Description of how the geothermal HVAC conversion at each new NWS WFO project site would be compatible with the current CTS designed control system previously�integrated at completed NWS WFO project sites and NWS-CRH located in Kansas City, MO.
