- Award of a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) type Level of Effort (LOE), CPFF Other Direct Cost (ODC), and Firm Fixed Price (FFP) Contract Line Item Numbers (CLINs) with Lockheed Martin Corporation � Rotary and Mission Systems (LM RMS) for Tactical Trainer Integration Support Services. In accordance with�10 U.S.C. 2304(c)(1) � Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. LM RMS is the only company with the requisite tactical sonar engineering expertise, qualified sources and design, production, and support capabilities to meet the navy�s requirements.� Award to a source other than LM RMS would cause programmatic delays that would effectively render the fleet training system program inoperable.LM RMS is the only company with the requisite tactical sonar engineering expertise, qualified sources and design, production, and support capabilities to meet the navy�s requirements.� Award to a source other than LM RMS would cause programmatic delays that would effectively render the fleet training system program inoperable. LM RMS has extensive expertise serving as the sonar system integrator for the AN/BQQ-10 A-RCI, AN/SQQ-89A(V)15, and ICP systems.� This includes the integration and testing of the new sonar capability, which is developed under a Technical Insertion (TI) hardware refresh and an Advanced Processor Build (APB) software refresh process. �The sonar system integrator is responsible for development, integration, testing, and transition of each development build into the production configuration, which is installed, on submarines, surface ships, and shore sites.� LM RMS has the requisite knowledge to pick up this task with no learning curve and maintain programmatic schedules with virtually no risk.� At contract award, a new system integrator would require two years to develop the necessary familiarity with the existing software and hardware preparation for the initiation of the TI/APB process, and to establish the adequate arrangements for system confirmation and testing.� �Award to any company other than LM RMS would result in a severe gap in the ability to execute fleet training system programmatic requirements, as Synthetic Signature Generation (SSG) training systems could not be fielded with the latest software updates and capabilities of the fleet�s tactical systems. �This would leave fleet training sites with outdated sonar configurations resulting in the inability to train platforms and crews to operate and go to sea.
