Page 4 of 4 PRESOLICITATION NOTICE- Complete Unfinished Specialty Clinics, Project Number 589A4-20-155 Scope of work: Scope of work: The General Description: The project will renovate approximately 6,490 square feet for a state-of-the-art outpatient Unfinished Specialty Clinic located on the third floor of the existing Ambulatory Care Addition (ACA) at VA Harry S. Truman Memorial Hospital in Columbia, Missouri. The hematology/oncology clinic will be an interior build out of shell space that was previously constructed. This clinic includes a satellite compounding pharmacy for the infusion patients including ante room, hazardous and non-hazardous compounding biosafety cabinets, and a medication room. The interior build-out will consist of 6 new exam rooms, 14 infusion bays (including 2 private infusion rooms), two patient toilets, nurse station, nourishment station, clean and soiled rooms and office and provider workspaces. A waiting area with reception, work area, intake room and consult room will also be constructed. This project will also renovate approximately 6,290 square feet of the main inpatient pharmacy located on the basement floor to bring the pharmacy compounding into compliance with USP 797 and USP 800 guidelines for separation of handling hazardous materials and non-hazardous materials. Offices and the current Sterile/IV Preparation will be demolished to provide an ante room to new IV prep rooms and hazardous/non-hazardous separated storage. A new secured dispensing/storage room will be constructed for inpatient medications. An office and a teamwork area will be constructed with the new configuration of the existing pharmacy. The existing pneumatic tube and dumbwaiter will be demolished and relocated as a part of this Scope of Work. This 12,780 SF project will include demolition and new construction of existing systems on both floors. This includes new architectural metal stud configuration of space, new acoustical lay-in and gyp board ceilings, new millwork, doors, frames, and hardware. Floor finishes will consist of new epoxy resin flooring, luxury vinyl tile, vinyl sheet flooring (heat welded seams) and porcelain tile. Wall protection, handrail, bumper guards, and corner guards are included in the scope of work. New electrical power and LED light fixtures, plumbing systems, fire protection systems, data/ voice, and interior finishes are required. Both floors are covered by existing air handlers with the capacity to serve the renovated airs. New supply and return ductwork and VAV s will be extended for build-out of the third-floor shell space. In the basement, modifications to branch ductwork will be made the serve the updated floor plan. The mechanical system must be pressurized with controls and visual indicators to maintain the compounding pharmacy guidelines for hazardous/non-hazardous materials. A new dedicated exhaust fan and ductwork will be required to serve the pharmacy areas. The existing ACA has interstitial space to minimize disruption to working areas while installing new work. The design will allow for a phased approach as to minimize disruption to on-going pharmacy operations. Construction will occur in an active facility in an operating pharmacy area that sensitive to sound and speech intelligibility.  Minimal disruption to the staff and patients is of paramount importance.   Phasing: The third floor will be constructed in one phase while the basement will have multiple construction phases utilizing the design/ bid/ build method of project delivery.  The third-floor demolition and new construction will occur in Phase 1 since it is not occupied currently. The pharmacy in the basement must remain operational 24 hours per day/7 days per week. In Phase 1 of the basement, the offices will be demolished to construct the ante room, buffer room and storage rooms for the pharmacy compounding. The secured dispensing will also be constructed in Phase 1. The current users of the current IV Prep and staging room will be relocated to the Phase 1 ante room and pharmacy compounding rooms. In Phase 2 of the construction, the current IV Prep and staging will be demolished to construct the teamwork area and office. In Phase 3 of construction, the vault door will be replaced along with completing the workstations and kitchenette. The contractor may phase the demolition and relocation of the dumbwaiter and the pneumatic tube during phase 1, 2 or 3. This work could be completed in Phase 4. Temporary construction barriers shall be constructed around the area of the work for each phase. Corridors must stay open during 7 am to 5pm operating hours; nights/weekends are available for construction work. The east and west entrances must also stay open during 7 am to 5pm operating hours; nights/weekends are available to access entrances for materials and labor. Elevators on the south side of the building must stay open from 7 am to 5 pm operating hours. The contractors may use elevators on nights and weekends during non-operating hours. Work shall be done on nights/weekends and coordinated with the COR two weeks ahead of time.  In between each phase, there will be up to 30 days of transition time to allow the facility to move personnel and equipment. The Estimated range to complete this work is $2,000,000.00 to $5,000,000.00 Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220(General Construction Contractors), with a small business size standard of $39.5 million. The duration of the project will be up to 300 calendar days from Notice to Proceed to contract closeout. This completion period includes submittals, close-out documents, final inspection and cleanup of the premises and completion of as-built drawings. Award will be made utilizing the Best Value Lowest Price Technical Acceptable (LPTA) Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Sam https://sam.gov/content/home website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required SAM and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, VIP Registration, prospective contractors must be registered in SAM and in the VIP databases under the applicable NAICS. Firms may obtain SAM information at https://sam.gov/content/home and VIP information at https://www.vetbiz.va.gov/ The solicitation package and drawings should be available for download on or about July 16, 2021 and the proposal due date will be on or about August 18, 2021. An organized site visit will be scheduled, and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend.
