- The Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue a sole source award to Pagefreezer Software, Inc. 311 Water St Suite 500, Vancouver, BC V6B 1B8 Canada for WebPreserver solution software. The WebPreserver - Online Evidence Capture Platform that takes complex living screen shots of entire webpages including links, photos, videos, post and reviews with single click in a fully automated process. Users are able to define the interval at which the product captures sites and all associated metadata. To continue use and access to current capture files after current licensed product expires, repurchasing is required. PageFreezer�s WebPreserver was the only product CPSC found that was specifically designed and developed for investigative and legal case building via complex screen shot saving software. All other applications recommended were designed to save or capture specific webpages and or emails within a company or its employees or they were very basic, non-interactive and not able to stand up in court for legal evidence. The award would be for a base period of one (1) year and four (4) twelve-month option periods, if exercised each year, will run sequentially. Pagefrezer is the manufacturer of the software and is the only vendor that can provide service, support and updates of this product therefore this requires a sole source purchase. CPSC intends to negotiate this requirement under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures.� Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement.� This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) business days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.� Any quotation/response must be in writing and can be sent via email to the Contract Specialist at lglasgow@cpsc.gov by 5pm Eastern Time August 2, 2021. No phone calls will be accepted.�
