- Synopsis:� Notice of Intent to Award a Sole-Source Contract Announcement Number: 1305M2-21-Q-01125 Project Title: Geodetic Mapping/Modeling Support The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Norfolk, VA office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with the University of Nevada Reno, for Geodetic Mapping/Modeling Support. The required work scope and deliverables will support the framework for all positioning activities in the nation. This includes latitude, longitude, elevation, shoreline information and their changes over time. This contributes to informed decision making and impact a wide range of important activities including mapping and charting, navigation, flood risk determination, transportation, land use and ecosystem management.� NGS' authoritative spatial data, models, and tools are vital for the protection and management of natural and manmade resources and support the economic prosperity and environmental health of the Nation. This contract will support a project in conjunction with NOAA�s National Geodetic Survey (NGS), which is a program office under the National Ocean Service (NOS). The North American Industry Classification Code (NAICS) for this acquisition is 541370, Surveying and Mapping (Except Geophysical Services), with a business size standard of $16.5 million. Sole Source Justification The Nevada Geodetic Laboratory at the University of Nevada-Reno (UNR) has amassed the largest comprehensive collection of available GNSS data, including recent critical data from Canada, all of which is necessary for the National Geodetic Survey (NGS) to develop a comprehensive Euler Pole Parameters (EPP) and strain models for all of North America. The staff at UNR (led by Dr. Corn� Kreemer and Dr. Geoff Blewitt) have developed a unique methodology, which is well adapted to handle this large volume of data, and is required to successfully create EPP and strain models for NGS. Both the amassed data and the techniques UNR has developed are unique to developing an Euler Pole Parameter (EPP) model - this modeling is a critical path element of NGS� modernization efforts of the U.S. National Spatial Reference System (NSRS). It is imperative that research on the EPP modeling begin as soon as possible. The process for collecting precise point positioning (PPP) data from thousands of Continuously Operating Reference Stations (CORS), over the decades, including storage and processing, requires significant and unique resources. For another group (either government, academia or private sector) to develop this technically unique resource would require years to develop and an untold amount of computing resources and more importantly, unique modeling capabilities. Results from these modeling efforts will ultimately support and provide the US with a modernized NSRS. Special Notice This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.� However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to natasha.thieman@noaa.gov.� Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
