- Description
- The Naval Information Warfare Systems Command (NAVWAR) on behalf of the Program Executive Office for Digital and Enterprise Services (PEO Digital) and PEO Manpower, Logistics, and Business Solutions (PEO MLB) intends to issue a sole source solicitation for a bridge contract for Engineering and Logistics Services to support PEO Digital and PEO MLB (Solicitation # N00039-21-R-0037) to Falconwood, Inc., 2231 Crystal Drive, Suite 801, Arlington, CA 22202. The efforts are currently being performed under SeaPort-e task order N00178-14-D- 7716/N0003917F3002. Sole source actions are not possible under SeaPort NxG (formerly SeaPort-e). Consequently, a new contract (bridge contract) using the existing Performance Work Statement will be negotiated with Falconwood. This prospective award is based on the authority for other than full and open competition found at 10 U.S.C. 2304(d)(1)(B), follow-on contract for the continued provision of highly specialized services. Falconwood supports PEO Digital and PEO MLB and their subordinate programs, providing engineering, cyber, logistics, training, and enterprise services supporting both CONUS and OCONUS networks. Falconwood provides critical engineering and logistics services throughout PEO Digital and PEO MLB and has been providing these services for nearly two decades. Falconwood possesses highly- specialized program specific knowledge, skills and expertise through the performance of the existing contract, which cannot be readily duplicated between the end of the current SeaPort-e task order and award of multiple SeaPort NxG pending competitive task orders. Given the complexity and magnitude of this requirement, award to other than the incumbent would result in unacceptable delays in fulfilling the needs of PEO Digital and PEO MLB. Delays in fulfilling this requirement would cause interruptions to NMCI accessibility. Any interruptions to NMCI would result in severely degraded operational capabilities for all USN, and USMC military, civilian, and contractor personnel. The prospective bridge contract is planned to be a Cost Plus Fixed Fee (CPFF) contract type, including a cost reimbursable Other Direct Cost CLIN, with a performance period of up to 3 months, for an estimated price of $14,500,000.00, to be awarded in Fiscal Year 2021. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government will not reimburse firms for any costs associated with preparing or submitting a response to this notice. The NAICS Code for this requirement is 541330 � Engineering Services.
