- THE SOLICITATION NUMBER AND PRESOLICITATION NOTICE ID HAVE NOW BEEN CHANGED TO HDEC05-21-Q-0010 PLEASE RESPOND TO HDEC05-21-Q-0010 FOR ALL INQUIRIES. PLEASE SUBMIT RESPONSES OR QUOTES TO HDEC05-21-Q-0010. The Defense Commissary Agency (DeCA) is a component of the Department of Defense (DoD) reporting to the Under Secretary of Defense for Personnel and Readiness. DeCA operates a worldwide commissary system that provides quality grocery products at substantial savings to active duty military personnel and retirees, members of the Reserve and National Guard, and their families. DeCA�s mission is to deliver a vital benefit of the military pay system that sells grocery items at significant savings while enhancing quality of life and readiness. As a result of the National Defense Authorization Act for Fiscal Year 2016, which requires DeCA to perform price comparisons throughout its stores to ensure that the baseline of savings, decided by the Secretary of Defense, is being met. For this requirement, DeCA requires the support of a contractor with specialized expertise and experience physically conducting Manual Price Shopping Services. Manual Price Shopping is the physical process used for Stock Keeping Unit (SKU) price verification. The contractor will not be permitted to utilize a web or database method of data collection. The contractor shall dispatch contract employees to stores in designated areas to physically conduct price shops and deliver the resulting data to DeCA within the timelines outlined in the Statement of Work (SOW). This manual price shopping collection will consist of approximately 708 locations comprised of the 177 DoD Commissaries located within the United States as well as approximately 531 designated commercial grocery stores or supercenters which are mostly located within 20 miles of each DoD Commissary with each quarterly shop comprised of 25% of the total. To conduct the price shops, DeCA will provide the individual SKUs for which price data will be collected by contractor employees at commercial grocery store outlets (only United States DeCA identified locations) identified by DeCA. After the data collection, the contractor will deliver the data in the required format to DeCA within a specific period of time. In addition, DeCA requires that private label SKUs utilized as a part of the manual price shop process be chosen based on their attributes, be national brand equivalent in quality, and be specifically flagged as private label items. The applicable North American Industrial Classification System (NAICS) number is 541910, Marketing Research and Public Opinion Polling , with a Small Business Size Standard of $16,500,000.
