****** 7/22/2021 This is an UPDATE to INCLUDE A QUESTION & ANSWER ONLY: QUESTION: The Statement of Need states ""Also desired is the ability to collect and overlay environmental data including temperature, depth, and water velocity."" How would you like to see the proposal: �(a) the cost of a standard system plus temperature and depth logging and then on a separate line to show the cost of the hardware and software development necessary to incorporate water velocity measurements - or - (b) present a quote with modified system including comprehensive environmental data logging as a lump sum? ANSWER FROM THE TECHNICAL POINT OF CONTACT (TPOC): I would like to see the first option (a) with the quote with separate line items. The first with the system including temperature and depth. This would need to include the other requirements of the SON, including ability to program the unit for taking photos and video in specified periods (e.g., one photo every hour for the first 5 hours, then continuous video for 5 hours, then....). The second line item would add the hardware and software to include the water velocity measurements. For both options, all environmental data needs to by synced with the camera unit. NO CHANGES TO TERMS AND CONDITIONS OF�COMBINED SYNOPSIS/SOLICITATION. ***** ORIGINAL DESCRIPTION POSTED 7/15/2021: ***PLEASE SEE ATTACHED COMBINED SYNOPSIS/SOLICITATION AND STATEMENT OF NEED FOR COMPLETE TECHNICAL DETAILS AND TERMS AND CONDITIONS. FAILURE TO MEET ALL REQUIREMENTS WILL RESULT IN A NO BID*** In addition, it is a REQUIREMENT that you fill out FAR 52.204-24 (Oct 2020)�in the attached document titled ""NF-FS7100-21-02965CAL_Combined Synopsis - SM BUS - Ruggedized Camera Unit"" (see highlighted text). This applies to all acquisitions. This is a PURCHASE OF ONE (1) RUGGEDIZED UNDERWATER TRAWL CAMERA UNIT AND ACCESSORIES:�The Contractor shall construct an underwater ruggedized autonomous recording self-contained, closed camera unit that can be attached to trawl or pot fishing gear. In a single housing, the unit must have a pressure release, and incorporate an internal, low-light camera unit that can be programmed for time lapse and continuous recording, rechargeable Lithium-ion or Lithium-Iron-Phosphate batteries, a digital video recorder, a display screen for the settings, and lighting (switchable far-red LEDs, 650-670 nm peak, and white LEDs). The internal camera shall perform well in extremely low light, have at least a 256 GB solid state memory, timestamp option and time sync, and a display resolution of at least 720 p. The light intensity must be adjustable. Also required is a mounting plate that can be easily affixed and removed from a variety of fishing gear types (crab pot, trawl). The unit must have 180? articulation in the mount, and have the capability of being turned on manually, with a delay, or with pressure activation. The unit must be ruggedized for use on a commercial fishing vessel and gear (e.g., withstand a drop of 1-2 m onto a hard surface, able to be dragged up and down the stern ramp of a large, >40 m, commercial fishing vessel, and hauled in a trawl net at a speed up to 5 knots), have a scratch resistant viewport, and withstand pressure to at least 1000-m. Through external access (e.g., wifi, Bluetooth), data from the video recorder must be easily downloadable and the unit must be programmable. Programming should include specificity on illumination, camera settings, and how the duty cycle will be spent. This includes recording either as still photos or video, or a combination of the two in a specified pattern. In addition, there should be time stamping of photos and videos, and the ability to geo-reference the images or video with GPS data. This will require custom firmware that will sync all of the components, will allow for power on/off cycling, camera sensor control, file naming, wireless/external data transfer (e.g., wifi, Bluetooth) and confirmation of successful data transfer, and a user interface (i.e., software). Also desired is the ability to collect and overlay environmental data including temperature, depth, and water velocity. �In addition to the camera unit, the Contractor shall provide: a mounting plate, a 256 GB SD card, a Pelican case fit for the camera unit, a charging system and batteries, a means for downloading the data, an interface for programming the camera as described above.
