REQUEST FOR INFORMATION FOR AN/AAQ-37 DISTRIBUTED APERTURE SYSTEM �SOFTWARE SUSTAINMENT INFORMATION � CAUTION: � This is a non-commercial requirement for a Contractor to provide support to identify requirements, tasks, data, deliverables, and infrastructure required for the 402d Software Engineering Group (402 SWEG) at Robins Air Force Base (AFB), Georgia to establish software sustainment capability for the F-35 Joint Strike Fighter (JSF) AN/AAQ-37 Distributed Aperture System (DAS) Technical Refresh (TR) 2 Operational Flight Program (OFP). The Government will establish and lead a gap analysis team with the Contractor, who shall provide the necessary data and support. Contractor personnel will require a SECRET security clearance and the Contractor will require a SECRET facility clearance for proper accomplishment of contract requirements. � NOTE: The Government does not own or have access to any data for the AN/AAQ-37 DAS. The Government has determined that this is a non-commercial requirement. Commercial item descriptions, commercial vendor catalog or price lists or commercial manuals assigned a technical manual number do not apply. There is no information available for potential sources to evaluate. The original equipment manufacturer of the AN/AAQ-37 DAS is Northrop Grumman Systems Corporation. � Contractors/Institutions responding to this Market Research are placed on notice that participation in this Market Survey/RFI may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: Below is a document containing a brief description of the requirement and a Contractor Capability Survey, which allows you to provide your company�s capabilities. The draft Performance Work Statement for this requirement is attached. � If, after reviewing these documents, you desire to participate in the Market Research, you should provide documentation that supports your company�s capability in meeting these requirements.� Failure to provide documentation may result in the Government being unable to adequately assess your capabilities.� If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) � Identify any areas of work that your organization believes should be broken out exclusively for Small Business. � 3.� Both large and small businesses are encouraged to participate in this Market Research.� Joint ventures or teaming arrangements are encouraged. � 4.� Questions relative to this Market Survey should be addressed to the requiring activity. � AN/AAQ-37 DISTRIBUTED APERTURE SYSTEM �SOFTWARE SUSTAINMENT INFORMATION PURPOSE/DESCRIPTION � The Government is conducting market research to identify potential sources that may possess the data, expertise, capabilities, and experience to identify requirements, tasks, data, deliverables, and infrastructure required to enable the 402d Software Engineering Group (402 SWEG) at Robins Air Force Base (AFB), Georgia to establish software sustainment capability for the F-35 JSF AN/AAQ-37 DAS Technical Refresh (TR) 2 Operational Flight Program (OFP). The Government will establish and lead a gap analysis team with the Contractor, who shall provide the necessary data and support. The proposed non-commercial acquisition will consist of a 1-time, firm-fixed price contract with a total estimated period of performance of 185 days and a contract estimate of $830K. � The Joint Service Depot Source of Repair (DSOR) decision of September 2014 assigned the Warner Robins Air Logistics Complex (WR-ALC) the responsibility for activating and sustaining the core software workload for the F-35 JSF AN/AAQ-37 DAS. The Air Force is currently out of compliance with the core logistics capabilities identified in 10 U.S.C. 2464 to maintain and repair weapons systems and other military equipment including mission-essential weapon systems or material not later than four years after achieving initial operational capability. The initial operational capability of the F-35 JSF was established in August 2016, and a report to Congress has identified the Air Force as out of compliance. In order to comply with the requirements of 10 U.S.C. 2464, the WR-ALC (402 SWEG) must stand up the capability to sustain the F-35 JSF AN/AAQ-37 DAS software workload as quickly as possible. � Northrop Grumman is the OEM and owns the proprietary data/information for the AN/AAQ-37 DAS that is needed to stand up software sustainment capability for the system. In order to perform the required services a Contractor would need access to the proprietary data/information.
