- Description
- The Office on Trafficking in Persons (OTIP) is interested in procuring navigator support and graduated services for survivors of trafficking who have completed their enrollment period in an OTIP grant program providing comprehensive case management services.� The vendor will assist program participants nationwide to reach economic mobility goals through connections to safe housing, education, financial services, legal aid, and employment opportunities. The vendor must: Provide trauma-informed, person-centered services and support to program participants Demonstrate established partnerships with community-based organizations that provide case management services to trafficking survivors Demonstrate ability to advocate and negotiate services and assistance on behalf of program participants to secure housing, financial services, employment, legal aid, educational opportunities and vocational training, and other resources for economic mobility Demonstrate ability to monitor and evaluate the impact of support and submit reports in a timely manner Demonstrate capacity to process payments for survivor-related expenses in a timely manner Demonstrate ability to provide payment of costs/expenses for housing, employment services, vocational training/education opportunities, and other economic mobility support (b) Purpose: As part of its market research, OTIP is issuing this RFI to determine: (i) the most suitable approach to develop a Statement of Work and procure services for the aforementioned requirement; (ii) if there are an adequate number of qualified interested GSA Schedule contractors capable of providing support as further described in the attached Statement of Need (Attachment A); (iii) whether the requirement is suitable for a small business set-aside; and (iv) responses from industry to further develop the requirement. Due Date: Responses to this RFI must be submitted by 12:00PM EST, July 29, 2021 to ron.rheinhardt@acf.hhs.gov �with the subject line �COMPANY NAME, RFI RESPONSE: OTIP Graduated Services.
