Description
The Bureau of Land Management (BLM), Green River District/Vernal Field Office intends to award a single, firm-fixed price contract to plug two orphaned wells. The wells are in the Horseshoe Bend field, previously operated by Hot Rod Oil, and have been placed into an orphan status with no identifiable responsible party. In accordance with the requirement of 43 CFR 3162.3-4 (a) (b) and per Section XII of the Bureau of Land Management Onshore Oil and Gas Order No. 1, III., XII., A., B., these wells must be plugged and abandoned (P&A), the locations cleaned up, and the surface reclaimed. Plugging and abandonment of these wells will be carried out according to industry standards and regulations designed to isolate and protect the targeted formation and other usable minerals and water zones listed in table 2 of the statement of work. The work is located in Uintah County, UT. The contract period of performance is 60 days from issuance of the notice to proceed, with work to be completed 5 days after work begins. No formal site visit is planned. Contractors are highly encouraged to visit the sites on their own. This project will be 100% set aside for small business vendors under the North American Industrial Classification System (NAICS) code 213112 � Support Activities for Oil and Gas Operations. Davis Bacon Act (DBA) is applicable and the appropriate DBA Wage Determination(s) will be included in the solicitation. Request for Quote (RFQ) under solicitation number 140L5721Q0037, will be posted electronically at SAM.gov on or about July 22, 2021. Dates are subject to change. To obtain the solicitation and/or amendments/updates for this project, contractors shall monitor the solicitation at the sites listed above. Interested parties shall periodically check for amendments and other changes to the solicitation documents. This service is provided for convenience only and does not serve as a guaranteed notification. Subscribers to this service are ultimately responsible for reviewing this site for all information relevant to this solicitation. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $25,000 and $100,000. No bid bond is required but a payment bond is required. To be considered eligible for award, vendors must be registered and have active profiles with completed representations and certifications in the System for Award Management (SAM) database (https://www.sam.gov).
