- Department of Veterans Affairs Veterans Health Administration (VHA) Boiler Preventative Maintenance Services at the Manchester VAMC The Veterans Health Administration (VHA) is seeking to obtain a qualified vendor to provide Boiler Preventative Maintenance Services per the general requirements below. The services shall be provided at the location below. The standard of services shall be of quality; meeting or exceeding those outlined in the general performance work statement as described below. Predictive Maintenance Services 718 Smyth Road, Manchester NH 03103 The Government intends to award a Firm-Fixed Price contract resulting from the solicitation to the responsive offeror whose offer conforms to the solicitation and will be most advantageous to the government in terms of price and other considered factors. The solicitation will be set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB s) that have the capability to fulfill this requirement according to the limits of subcontracting. Solicitation 36C24121Q0680 will be available for download on July 23, 2021. The closing date will be on July 26, 2021 at 12 PM EST time. Copies of the solicitation will not be available for mailing. All prospective offerors must be registered in System for Award Management (SAM) prior to award of the contract. Registration may be accomplished at www.sam.gov . INTRODUCTION Contractor will provide qualified, experienced, and fully trained personnel, equipped with the required tools, instrumentation, and supplies to perform boiler preventative maintenance services described in this requirement. SCOPE Services shall include the following: Quarterly data collection, analysis and exception reporting Preparation and distribution of reports Emergency problem identification Corrective action and follow-up recommendations Corrective services (additional PO required) PROJECT DELIVERABLES All work (including warranty) will be performed with pre-approved and scheduled interruption in the Predictive Maintenance Services. All work shall be coordinated with the COR at least two weeks in advance of delivery. Contractor is strongly encouraged to conduct site visit prior to submitting pricing. Contractor shall submit a safety plan outlining the company s procedures/guidelines per OSHA requirements. All material and equipment shall be submitted for approval prior to the start of work. PERFORMANCE REQUIREMENTS All work will be performed between the hours of 7:00am to 4:00 pm Monday through Friday, excluding Federal holidays and weekends. The nature of the work requires a Predictive Maintenance Services by close of business day. Preparatory work that will not interrupt services is permitted Monday through Friday 7:00am to 4:00 pm All work shall be in accordance with the system manufacturer specifications and requirements. Contractor must follow manufacturer recommendations on installation. Contractor shall comply with all OSHA Safety Guidelines, as well as VA ILSM, PICRA, CPRA and ICRA (attached) Any O&M manuals shall be turned over at the completion of work, and contractor shall brief maintenance staff on the operation and maintenance of the equipment. Contractor will adhere to VA standard items wherever possible (attached) Contractor shall begin work with 7 days of the notice to proceed being issued, unless lead time on material and equipment prevents start of the work. The period of period of performance (PoP) of this contract once mobilized is 1 calendar year with 4 additional optional years. If contractor feels additional time is needed, they shall make a correction in the RFP and propose a different PoP to the Contracting Officer. All installed work and equipment to be in accordance with VA standards - https://www.cfm.va.gov/til/index.asp. If conflict exists between manufacturers recommendations and VA TIL specifications, VA staff will determine which takes precedence. All materials proposed for construction will be approved by the VA before installation CONTRACT REQUIREMENTS Contract shall be a firm and fixed price. If area to be worked on is found not in need of replacement, contractor will notify VA and restore system to operable condition while replacing any identified equipment in area. Provide one-year warranty on work. Any changes in the contract shall be brought to the attention of the Contracting Officer. The Contracting Officers Representative (COR) does not have authorization to modify the contract. The area of work will be in building #7, boiler plant. No asbestos, lead or mold abatement is expected in work areas. CONTRACT DELIVERABLES Installation of a complete 100% functioning system with all components included - as stated in this scope of work. The expected outcome of the project is to have Predictive Maintenance Services of equipment in the boiler plant. Contractor will notify Manchester VAMC COR at least two weeks in advance of the proposed delivery, utility outages if needed, and start-up tasks -END OF SCOPE OF WORK-
