Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with IZUM, Inc. located at 12506 Stoney Creek Road of Potomac, MD for advanced research and development expertise for the Advanced Network Division (ANTD) at NIST, Gaithersburg, Maryland. The Advanced Network Technologies Division (ANTD) at the National Institute of Standards and Technology (NIST) is developing a Novel Network Control and Management System (Multiverse) capable of configuring, monitoring, and troubleshooting complex network deployments. Multiverse is designed with the ultimate goal of supporting a multitude of communication technologies at various layers of the stack, and from traditional Internet Protocol (IP) to new networking paradigms such as Information-Centric Networking (ICN) as well emerging quantum networks.� SCOPE OF WORK The Contractor shall complete the implementation of the Multiverse agents for IP routers and Named data networking (NDN) forwarders, and extend the architecture to natively support quantum networks through a dedicated agent. Furthermore, Multiverse will be augmented with NDN features for enhanced security with advanced authentication mechanisms and fine-grained access control policies, through a redesign of its internal communication protocol used by the different Multiverse components. The Contractor shall work closely in a team of engineers to design, implement, and test the aforementioned modifications and extensions to the Multiverse network management system. SPECIFIC TASKS The Contractor shall be responsible for project oversight, equipment, administration, and technical execution of this contract. The Contractor shall work on the following specific tasks in the twelve months of the project. Complete the development of a Multiverse agent to collect and configure the network state of an IP router or switch running the SONiC operating system, with support for one or two equipment vendors. The network state includes the network topology and the IP configuration of the network devices. Complete the development of a Multiverse agent to monitor and configure the high-performance NDN software forwarder and integrate it with the existing Multiverse controller. Configuration includes setup/teardown of interfaces and addition/removal of network routes. Design and implement an enhanced protocol to interact with the control and management planes that can replace the protocol used by the agent developed as part of the preceding task. The new protocol shall take advantage of NDN�s data-centric security, with particular regard to the authentication and authorization mechanisms. Develop an agent capable of discovering and configuring optical switches used in experimental quantum networks. Design, implement, and execute an integration testing plan of the different software components developed in the preceding tasks. Ensure that all three agents are compatible with the Multiverse controller. Produce documentation on the overall Multiverse architecture and the technical details of the application-layer protocol(s) used by the different software components of the system to interact with each other. The documentation shall describe syntax and semantics of the protocol(s) and justify their design choices. IZUM, INC has been identified as uniquely capable of providing the support and services required as an ongoing support this requirement based on the following: IZUM, Inc. is the predecessor to a previous Testbed Implementation for the Novel Network Control and Management System (Multiverse).� IZUM, Inc. possesses unique and specialized knowledge and experience of the IP routers and Named data networking (NDN) forwarders, and architectures to natively support quantum networks through a dedicated agent used as part of the project that supports the mission of the ANTD. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by Aug 05, 2021 will be considered by the Government.� All responses to this notice of intent must be submitted via email to hnw6@nist.gov so that they are received no later than Aug 05, 2021 at 11:00 AM Eastern Time.
