- Notice of Intent to Sole Source The Naval Medical Logistics Command (NMLC) intends to award a sole source contract pursuant to FAR part 13.5 procedures to the University of Southern California (USC) Surgical Skills Simulation and Education Center for fresh tissue cadaver bodies and utilization of the Fresh Tissue Dissection Laboratory (FTDL) in support of Navy Trauma Training Center (NTTC), a component of Naval Expeditionary Medical Training Institute (NEMTI).� The vendor shall provide three (3) fully-tested fresh cadaver bodies for 11 monthly NTTC courses each year and three (3) fully-tested fresh cadaver bodies for four (4) NTTC/Israeli Defense Forces (IDF) courses each year for a total of 45 fresh cadaver bodies each year.�� The vendor shall provide the following for each NTTC and NTTC/IDF course: Serology documentation of fresh cadaver bodies in Hepatitis B, Hepatitis C, HIV 1&2, and BioGX SARA-CoV-2 PCR Test (COVID-19).� Cadaver perfusion services, to include all consumable materials, and services by Cadaver Laboratory Technicians, Surgical Technologists, and Surgical Simulation Specialists. Body storage refrigerator space to store the fresh tissue cadaver bodies.� The vendor shall provide the following for each NTTC course: FTDL supplies including, but not limited to, surgical instrument trays and equipment, back tables, emesis basins, steel bowls, cautery units, scalpels, surgical staplers, linear staplers and reloads, and laparotomy sponges. The vendor shall provide the following for each NTTC/IDF course: Educational facilities to include 96 hours of Coordinator/Surgical Technician services � 12 hours per day (to include set-up and break-down time) Disposable supplies including, but not limited to, gloves, fluid-resistant gowns, scalpels, and gauze. All services shall be provided at a Level I Trauma Center within 50 miles of NTTC with a trauma training agreement with the Navy. The estimated period of performance is 01 October 2021 � 30 September 2026. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement.� Sources interested in responding to this notice are required submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work.� Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point.� All capability statements received by the due date of this notice will be considered by the Government.� A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
