- MEMORANDUM FOR ALL CONTRACTORS FROM: 482 CONF/ PK SUBJECT: Notice of Intent to Sole Source 1. Homestead Air Reserve Base (HARB), Florida, intends to solicit and award a sole source contract to Global Data Specialist, 1815 W First Ave, AZ 85202 for the Phoenix Aircraft Arresting Control System (PAACS-14AC-1/1S) for BAK-14s. This sole source requirement meets the conditions of FAR 13.106-1(b)(1); only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. HARB seeks to issue a sole source firm fixed price order to Global Data Specialist for the purchase of the PAACS. This model is the only device that meets all essential characteristics to include one Tower and two Controllers. Global Data Specialist is the sole approved manufacturer and distributor for the required radio control systems. 2. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 336413 and the Small Business size standard is 1,250 EMP. This will be a firm fixed price contract. The purchase of this requirement includes the following: PAACS (BAK- 12 RADIOS) ITEMS: Tower Unit includes: Motorola ACE3600 RTU, Analog Conventional VHF radio, NEMA 4 enclosure, AC power supply, back up battery, (1) 16DI & (1) 16DO modules, AC surge protection, power cable, wetting cable, RTU programming and assembly. Tower Antenna Assembly with 100' coax cable and surge arrestor. One 50 Foot, BAK control panel cable. Includes connectors for DB37 (panel) and one 37 pin cannon (at Master Controller Unit). QTY 1 Runway Control Unit Includes: Motorola ACE3600 RTU, Analog Conventional VHF radio, NEMA 4 enclosure, AC power supply, back up battery, Mixed I/O module, AC surge protection, power cable, wetting cable, switch panel, RTU programming and assembly. Control Antenna Assembly with 20' coax cable and surge arrestor. QTY 2 Engineering Services:�GDS PAACS Application Programming.�Inhouse Labor: Procure materials, build panels, stage, pack and ship.�Onsite Labor: Travel to job site, prep, perform installation and integration, test, hand over to customer, train customer personnel on operations. Travel and shipping. QTY: LOTS 3. Interested parties are required to provide equal parts meeting the above brand name requirements. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation, however all responsible sources that believe they can meet all of the requirements may submit a quote, which shall be considered. If no responses are received by 4:00 p.m. Eastern Standard Time, 28 July 2021, a Sole Source contract will be pursued with Global Data Specialist. 4.
