Description
This is a COMBINED SYNOPSIS / SOLICITATION for commercial services prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Quote (RFQ) 12444821Q0044. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2021-06 and are available in full text through Internet access at http://www.acquisition.gov/far. Description -A cultural resource survey in support of Southern Pine Beetle Prevention Treatment on the Homochitto National Forest.� This timber project is located in Amite County Mississippi on the Homochitto National Forest at Township 4 North, Range 2 East, Sections 13, 19-22, and 40.� The total acreage of this project is 445.60 (All lacking adequate previous survey). Contractor shall provide all labor, equipment, tools, supervision and other items or services necessary to perform surveying timber sale areas on the Homochitto National Forest that lack adequate previous survey as defined in Section C. �All work must comply with OSHA, Federal, State and Local regulations. Any deviations from these assumptions shall be brought immediately to the attention of the Government. It is the responsibility of the Contractor to familiarize themselves with the site and the conditions of the project prior to submitting their proposal. The Contractor must comply with the Agricultural Act of 2014; the Food, Conservation and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the Federal Acquisition Regulation; Executive Order (EO) 13514, ""Federal Leadership in Environmental, Energy and Economic Performance,"" dated October 5, 2009; EO 13423, ""Strengthening Federal Environmental, Energy, and Transportation Management,"" dated January 24, 2007; and Presidential Memorandum, ""Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement,"" dated February, 2012 to provide biobased products. All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable; include the exclusive use of biobased and recycled products. Biobased/Sustainable planning shall also include products and services that are energy-efficient, water-efficient, environmentally preferable, non-ozone depleting, contain recycled content, or are non-toxic or less-toxic alternatives, greenhouse gas reduction, etc. Award will be based on BEST VALUE to the Government price and other factors considered. Evaluation factors are technical approach, past performance, knowledge of Mississippi archaeology, and price. Period of Performance shall be after issuance of Notice to Proceed thru June 15, 2022. All work shall be performed in accordance with USDA Forest Service specifications, drawings, provisions, clauses and the terms and conditions as provided in the Request for Quote (RFQ).
