Description
1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. 1.A. Project Title: VA Long Beach Air Blown Fiber Installation 1.B. Description: VA Long Beach Healthcare System is seeking a contractor to install fiber optic cables and network drops in the basement of building 126, 2nd floor bldg 164, and 1st floor bldg 166. 1.C. Project Location: VA Long Beach Healthcare Systems, 5901 East 7th Street, Long Beach, CA 90822 1.D. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26221Q1034. 1.E. Set Aside: This solicitation is not set aside. 1.F. Applicable NAICS code: 238210, Electrical Contractors and Other Wiring Installation Contractors 1.G. Small Business Size Standard: $16.5 Million 1.H. Type of Contract: Firm Fixed Price 1.I. Period of Performance: Contractor shall begin work within 2 weeks from notice to proceed and complete all required work within 90 days from commencing work. 1.J. Wage Determination: SCA Wage Determination 2015-5613 R17 1K. Key solicitation milestones are: 1.K.1. A site survey will be conducted at 0900 Monday, August 2, 2021. Participants will meet outside of the IT trailer 167T. All participants must have face covering and practice social distancing. All participants must have construction PPE (hardhats, vests and closed toes shoes). Please email peter.kim33@va.gov to indicate that you are participating in the site survey 1.K.2. Documentation to demonstrate that the offeror possesses Sumitomo certification for air blown fiber installation, and Certification of Training for FutureFLEX installation. 1.K.3.F. Provide at least 3 reference projects in a hospital environment where you have completed air blown fiber installation. 1.K.3.G. Provide a detailed quote breakdown for both material and labor 1.K.3.H. Provide copies of OSHA training certificates. 2. Statement of Work. 2.A. Scope. VA Long Beach Healthcare System is seeking a contractor to install fiber optic cables from the Main Distribution Frame (MDF) to the new Individual Distribution Frame (IDF) closet in the Kitchen area of bldg 126, 2nd floor of bldg 164, and 1st floor of bldg 166, as well as network drops in the basement of building 126. Contractor shall furnish all necessary labor, materials, supplies, equipment and services (except as otherwise specified herein) and perform the work set forth within this Statement of Work to install the fibers and network drops listed below. VA Long Beach Healthcare System is seeking a contractor to install Future Flex Air Blown fiber from the basement of building 126 Main Distribution Frame (MDF) to the Individual Distribution Frame, IDF closet in building 164, 2nd floor and 166, 1st floor. 2.A.1. Building 126 new IT closet Installation: 2.A.1.a. Contractor shall provide and install (3) 4 inches EZ path firestop pathways or equivalent. 2.A.1.b. Contractor shall provide and install the 2 hours fire rate plywood on the walls that closest to the equipment racks. 2.A.1.c. Contractor shall provide and install (3) 4 post equipment racks, 4 inches vertical cable management on the sides of the racks and 6 vertical cable management in between the racks. 2.A.1.d. Contractor shall provide and install horizontal ladder racks above the racks for cables and fibers management. The ladder racks should make a T-shape to the wall. 2.A.1.e. Contractor shall provide and install electrical grounding bus bar. All new ladder racks and equipment racks will be grounded to the bus bar. 2.A.1.f. Contractor should provide and install other necessary equipment to complete the IDF closet requirement. 2.A.1.g. Chatsworth hardware or equivalent is required in the IDF closet. 2.A.2. Building 126 Air Blown Fiber Installation: 2.A.2.a. Contractor shall provide and install (1) 7 tube cell bundle from the MDF in the basement of building 126 to the new IDF closet in the Kitchen are on the same floor, approximately 300 ft. 2.A.2.b. Contractor shall provide and install 24 strands multi-mode fiber, OM 4 from MDF in the basement of building 126 to the new IDF closet in the Kitchen area on the same floor, approximately 300 ft. Multi-mode fibers shall be terminated on the new 2 U Fiber Termination Unit (FTU) on the rack with LC connectors. 2.A.2.c. Contractor shall provide and install 1 new 2U Fiber Termination Unit (FTU) on the equipment rack. 2.A.2.d. Contractor shall provide and install 1 new TDU in the MDF and 1 new TDU in the IDF. 2.A.2.e. Contractor shall provide 8 Cisco certified 1 Gigabit Optical transceiver (SFP) for Multi-mode fiber. VA will install them. Contractor shall submit the SFP s Cisco Certified document along with the SFP. 2.A.2.f. Contractor shall make any additional penetrations and install sleeve as required along the fiber pathway. 2.A.2.g. Contractor shall be Sumitomo certified because fiber backbone infrastructure at VA Long beach is Air blown fiber system. 2.A.3. Building 126 Network drops installation: 2.A.3.a. Contractor shall provide labor and all material such as patch panels, cable managements, horizontal wire managements, jack modules, faceplates, sleeves, etc. to complete the installation of network drops in new IDF closet in the Kitchen area as described below 2.A.3.a.1. 39 network drops within the new renovated kitchen area as shown in the drawing. The new IDF is located inside the kitchen area. The longest distance within this area to the IDF closet is approximately 130 ft. Each network drop will be a 3-cable combo, CAT 6A plenum rated blue cables, the jacks must follow the color scheme: gray, blue, white and should be terminated at the workstations and in the IDF closet. 2.A.3.a.2. 4 network drops for wall phones as shown in the drawing, each of them has 1 green cable and terminate with green jacks at both ends. All network drops for wall phones shall be terminated in a separate patch panel. 2.A.3.a.3. Contractor shall provide and install 48-port modular patch panels for the network drops above. 2.A.3.a.4. Contractor shall provide and install cable tray system from the IDF to the workstations as well as any penetration and sleeve along the cable pathways. 2.A.3.a.5. After all new network drops and fiber are installed and connected on the network, contractor shall remove 12 existing telecom cables from the workstations in the kitchen area to the MDF and cover the opening on the wall with the blank covers. 2.A.3.b. All cable pathways are to be supported by cable trays. Only Velcro can be used to bundle the cables inside and outside the IDF closet. 2.A.3.c. Legrand hardware or equivalent is to be used in this area. 2.A.3.d. Each network drop will be terminated on the corresponding color RJ-45 connector on 4-jack faceplate (gray, blue, white) and labeled in accordance with local standard operating procedure (SOP) IMS 07-13, Cable Installation, Labeling and Testing. SOP IMS 07-13 is attached. e. Contractor shall test and certify all new network drops after installed. Test report must include at a minimum 2.A.3.the following information: Test date; test location; cable type; wire map; length; insertion loss (Attenuation); NEXT Loss; PS NEXT Loss; ACR-F Loss, pair to pair; PS ACR-F Loss; Return Loss; Propagation Delay; Delay Skew. Contractor must be prepared to show the last calibration date on the testing equipment. Equipment must be calibrated within the last calendar year of the acceptance of award. 2.A.3.f. A hard copy and an electronic copy of testing result must be submitted to OIT personnel. 2.A.4. Building 164, 2nd floor: 2.A.4.a. Contractor shall identify the existing tube cell bundles from MDF to IDF building 164, 2nd floor and perform the pressure test for these tube cells. 2.A.4.b. Contractor shall provide material and labor to install 24 strands single-mode fiber from the MFD in the basement of building 126 to the IDF in building 164, 2nd floor. It is approximately 1000 linear feet. Fiber shall be terminated with LC connectors. These fiber strands shall be installed in the tested tube cell in para 2.A.4.a. above. 2.A.4.c. Contractor shall provide and install 1 U Fiber Termination Unit. 2.A.4.d. Contractor shall provide 4 Cisco certified 1 Gigabit Optical transceiver (SFP) for single-mode fiber. VA will install them. Contractor shall submit the SFP s Cisco Certified document along with the SFP. 2.A.5. Building 166, 1st floor: 2.A.5.a. Contractor shall identify the existing tube cell bundles from MDF to IDF in building 166, 1st floor and perform the pressure test for these tube cells. 2.A.5.b. Contractor shall provide material and labor to install 24 strands single-mode fiber from the MFD in the basement of building 126 to IDF in building 166, 1st floor. It is approximately 1000 linear feet. Fiber shall be terminated with LC connectors. These fiber strands shall be installed in the tested tube cell in para 2.A.5.a. above. 2.A.5.c. Contractor shall provide and install 1 U Fiber Termination Unit. 2.A.5.d. Contractor shall provide 4 Cisco certified 1 Gigabit Optical transceiver (SFP) for single-mode fiber. VA will install them. Contractor shall submit the SFP s Cisco Certified document along with the SFP. 2.A.6.a. Testing: 2.A.6.a.1. All testing shall be done in accordance with TIA/EIA-526 2.A.6.a.2. All fiber optic strands will be bi-directionally tested for loss and attenuation. All test results will be turned in to the Long Beach IT Department in PDF format (CD) and the summary report in hard copy form. 2.A.6.a.3. The FTUs will be labeled with machine printed labels following the VA specified labeling scheme. 2.A.6.a.4. All existing and new tube cells will be labeled with machine printed label following the VA specified labeling scheme. 2.A.6.a.5. Existing spare tube cells must be pressure tested before to ensure optimum passage of ABF. Pressure test(s) shall be submitted to the VA and must include: 1. Test date 2. Installer s name 3. Tube Cable ID 4. Tube # (in) 5. Tube # (out) 6. Test Pressure (P.S.I.) 7. Time held 2.A.6.a.6. Existing spare tube cells must be tested for obstruction to ensure optimum passage of ABF. Obstruction test(s) shall be submitted to the VA and must include: 1. Test date 2. Installer s name 3. Tube Cable ID 4. Tube # (in) 5. Tube # (out) 6. Span Length 7. Travel time 8. P.S.I. test rate 2.A.6.a.7. All indoor tube cables shall be composed of dielectric materials and properly rated (i.e. plenum/riser/general purpose) per application. 2.A.6.a.8. During installation, tube cable ends are to be completely sealed per manufacturer s recommended procedures to prevent ingress of contaminants. 2.A.6.a.9. The minimum bend radius shall be 20 times the cable diameter during installation and 10 times the cable diameter after installation. 2.A.6.a.10. Upon completion of tube cable installation, all tubes shall pass the standard 150 psi pressure test and 5 mm bead obstruction test per the cable manufacturer s recommended procedures. 2.A.6.a.11. All unoccupied tubes shall be plugged on both ends per manufacturer s specifications. 2.A.6.a.12. A NEMA-rated enclosure, suitable for the site environmental conditions shall be provided for tube distribution, routing, and termination. 2.A.6.a.13. All labeling shall be in accordance with IMS SOP 07-013 Cable Installation Labeling and Testing. 2.A.6.a.14. A hard copy and an electronic copy of testing result must be submitted to OIT personnel. 2.B. Specific Requirements. 2.B.1. Contractor shall provide warranty service for fiber and copper material and labor. Material warranty shall base on the cable manufacturer warranty policy and labor warranty is one year after the work has been accepted by Veteran Affair Department. 2.B.2. Contractor is required to submit a hard copy and a CD of VISIO and FPD drawing to include all fibers terminated in each IDF, the cable single-line signals and their ID labels, IDF of origin, room of origin, faceplate number, patch panel ID and date installed to Contracting Officer or OIT personnel. In accordance with local SOP. 2.B.3. Contractor shall provide a detailed quote breakdown for both material and labor. 2.B.4. All deliverables will be inspected by the VA for completeness, and conformance to the items listed above by OI&T and Contracting Officer. 2.B.5. Work activities must be supervised by a hospital representative. The following must be completed during activities: 2.B.5.a. Containerize and cover all debris being removed from this area 2.B.5.b. Follow Class precautions listed and general requirements under that class 2.B.5.c. Clean areas at end of work 2.B.5.d. At all the job sites listed above, contractor shall keep the areas clean, safe and shall clean up at the end of each day. 2.B.6. Acceptance of Work: Non-conforming products or services will be rejected. Deficiencies will be corrected by the contractor within 5 business days of rejection notice. If deficiencies cannot be corrected within 5 business days, the contractor must immediately inform the Contract Officer of the reason for the delay and provide a corrective action plan within 2 business days. 2.C. Contractor Qualifications. Potential contractors must submit the following information as part of their offers. 2.C.1. Sumitomo certification for air blown fiber installation 2.C.2. Certification of Training for FutureFLEX® Air Blown Fiber® cable products. 2.C.3. Contractor must have 30 hours OSHA training for Project manager/Leader and 10 hours OSHA training for each contractor s employee. Contractor must indicate in the proposal that they meet all OSHA training requirement and certifications shall be submitted to Contracting Officer before starting the job. 2.C.4. Contractor must have Confined Space Permits and Safety Instruction to work at the manholes to install the cable. 2.C.5. Contractor is required to have TB test for all contractors employees who work on the job sites. TB test report shall be submitted to OIT POC before starting the job. 2.D. Information/Information Technology Requirements 2.D.1. Information System Security. The Contractor shall ensure adequate LAN/Internet, data, information, and system security in accordance with VA standard operating procedures and standard contract language, conditions laws, and regulations. The Contractor s firewall and web server shall meet or exceed the Government minimum requirements for security. All Government data shall be protected behind an approved firewall. Any security violations or attempted violations shall be reported to the VA project manager and the VBA Headquarters Information Security Officer as soon as possible. The Contractor shall follow all applicable VA policies and procedures governing information security, especially those that pertain to certification accreditation. 2.D.2. Electronic and Information Technology Standards 2.D.2.a. Internet/Intranet The Contractor shall comply with Department of Veterans Affairs (VA) Directive 6102 and VA Handbook 6102 (Internet/Intranet Services). VA Directive 6102 sets forth policies and responsibilities for the planning, design, maintenance support, and any other functions related to the administration of a VA Internet/Intranet Service Site or related service (hereinafter referred to as Internet). This directive applies to all organizational elements in the Department. This policy applies to all individuals designing and/or maintaining VA Internet Service Sites; including but not limited to full time and part time employees, Contractors, interns, and volunteers. This policy applies to all VA Internet/Intranet domains and servers that utilize VA resources. This includes but is not limited to va.gov and other extensions such as, .com, .edu, .mil, .net, .org, and personal Internet service pages managed from individual workstations. VA Handbook 6102 establishes Department-wide procedures for managing, maintaining, establishing, and presenting VA Internet/Intranet Service Sites or related services (hereafter referred to as Internet ). The handbook implements the policies contained in VA Directive 6102, Internet/Intranet Services. This includes, but is not limited to, File Transfer Protocol (FTP), Hypertext Markup Language (HTML), Simple Mail Transfer Protocol (SMTP), Web pages, Active Server Pages (ASP), e-mail forums, and list servers. VA Directive 6102 and VA Handbook 6102 are available at: Internet/Intranet Services Directive 6102 http://www.va.gov/pubs/directives/Information-Resources-Management-(IRM)/6102d.doc Internet/Intranet Services Handbook 6102 http://www.va.gov/pubs/handbooks/Information-Resources-Management-(IRM)/6102h.doc Internet/Intranet Services Handbook 6102 Change 1 updates VA's cookie use policy, Section 508 guidelines, guidance on posting of Hot Topics, approved warning notices, and minor editorial errors. http://www.va.gov/pubs/handbooks/Information-Resources-Management-(IRM)/61021h.doc In addition, any technologies that enable a Network Delivered Application (NDA) to access or modify resources of the local machine that are outside of the browser's sand box"" are strictly prohibited. Specifically, this prohibition includes signed-applets or any ActiveX controls delivered through a browser's session. ActiveX is expressly forbidden within the VA while .NET is allowed only when granted a waiver by the VA CIO *PRIOR* to use. JavaScript is the preferred language standard for developing relatively simple interactions (i.e., forms validation, interactive menus, etc.) and Applets (J2SE APIs and Java Language) for complex network delivered applications. 2.D.3. Section 508 2.D.3.a. The Contractor shall comply with Section 508 of the Rehabilitation Act (29 U.S.C. § 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998. 2.D.3.b. In December 2000, the Architectural and Transportation Barriers Compliance Board (Access Board), pursuant to Section 508(2) (A) of the Rehabilitation Act Amendments of 1998, established Information Technology accessibility standards for the Federal Government. Section 508(a)(1) requires that when Federal departments or agencies develop, procure, maintain, or use Electronic and Information Technology (EIT), they shall ensure that the EIT allows Federal employees with disabilities to have access to and use of information and data that is comparable to the access to and use of information and data by other Federal employees. The Section 508 requirement also applies to members of the public seeking information or services from a Federal department or agency. 2.D.3.c. It is agreed that: 2.D.4.a. The preliminary and final deliverables and all associated working papers, application source code, and other material deemed relevant by the VA which has been generated by the Contractor in the performance of this task order are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 2.D.4.b. The CO will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the Contractor. Any request for information relating to this task order presented to the Contractor shall be submitted to the CO for response. 2.D.4.c. Press releases, marketing material or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO. 2.E. General Requirements 2.E.1. Rules of the Station: Contractor shall comply with all rules of the facility, including security badging, non-smoking and privacy, and reporting to the COR upon arrival at the facility. 2.E.2. Smoking Policy. Smoking is strictly prohibited on the grounds of any VHA facility. Per VHA Directive 1085 dated March 5, 2019, it is VHA policy that all VHA health care facilities, including hospitals, community clinics, administrative offices and Vet Centers, will be smoke-free for patients, visitors, contractors, volunteers, and vendors effective October 1, 2019. There will no longer be designated smoking areas. 2.E.3. Contractor shall obtain a Contractor I.D. Badge from the VA police. All Contractor personnel are required to wear I.D Badge during the entire time on VA campus. 2.E.4. It is the responsibility of the Contractor s personnel to park in the appropriate designated parking areas. Parking information is available from the individual VA Healthcare System Police Station 2.E.5. Possession of weapons is prohibited. Enclosed containers, including tool kits, are subject to search. Violations of VA regulations may result in citations answerable in the United States (Federal) District Court. 2.E.6. Personnel Requirements: Refusal of Contractor s Personnel: The Government reserves the right to accept or reject Contractor s staff for the rendering of services. Complaints concerning Contract Personnel performance or conduct shall be dealt with by the Contractor, and/or the COR with the final decision made by the Contracting Officer. 2.E.7. Contracting Officer Representative (COR): Delegation of Authority letters shall be forwarded to the using service and the Contractor after agreement has been signed, identifying the individual(s) as the COR(s). No service shall be provided without the approval of the COR or his/her designee of this contract. The Contractor shall not accept any instructions issued by any other person(s) other than the Contracting Officer or his/her delegated representative acting within the limits of his/her authority. 2.F. Performance Monitoring. The Contracting Office Representative (COR) will monitor contractor performance. The COR will certify the work was done in accordance with the SOW. COR will inspect the system once the service has been completed and the system is returned to normal operation. The Contractor shall comply with all applicable regulations and guidelines of the Joint Commission (JC), Occupational Safety and Health Administration (OSHA), California Public Utility Commission and/or any other pertinent federal, state, and local policies relating to the herein mentioned work. All tasks accomplished by the Contractor personnel shall be performed to preclude damage or defacement to patient or Government-owned property, equipment and facilities. The Contractor shall report any damage caused by the Contractor personnel to the COR. The Contractor shall replace items or repair property, equipment or facilities to previous condition, if the Contractor is determined to be at fault for the damage. 2.G. Work Hours: Monday through Friday from 7:00am to 5:00pm, excluding federal holidays. There may be some areas that require after working hours. 2.G.1 The Vendor is not required to provide service on the following National holidays, nor shall the contractor be paid for these holidays. The following national holidays observed by the Federal Government: New Year s Day 1 January Martin Luther King s Birthday Third Monday in January President s Day Third Monday in February Memorial Day Last Monday in May Independence Day 4 July Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day 11 November Thanksgiving Day 4th Thursday in November Christmas Day 25 December If a holiday falls on Sunday, the following Monday shall be observed as the National Holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National Holiday by U.S. Government agencies. Also included would be any day specifically declared by the President of the United States. 2.H. Changes to contract: Only those services specified herein are authorized. The Contractor is advised that only the Contracting Officer, acting within the scope of the contract has the authority to make changes which affect the contract in terms of quality, quantity, price or delivery. Changes to the contract are not authorized and reimbursement shall not be made for any work services performed outside the scope of this contract, unless prior authorization is obtained in writing from the Contracting Officer. 2.J. Safety 2.J.1. All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering on VA property shall comply with applicable Federal, State, and VA safety and fire regulations and codes, which are in effect during the performance period of the contract. 2.J.2. Contractor shall perform work in strict accordance with existing relevant, accredited standards and codes to minimize the possibility of injury to personnel, or damage to Government equipment. Every effort shall be made to safeguard human life and property. 2.J.3. Contractor shall comply with all applicable Federal, State, and local requirements regarding workers health and safety. The requirements include, but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulations, such as applicable provisions of Title 29, Code of Federal Regulations (CFR), Parts 1910 and 1926, NFPA 70E, NFPA 99, Article 130.7 29 CFR 1910.132(d)(1)(iii), 29CFR1910.137 2.J.4. Contractor shall provide all necessary tools, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. 2.J.5. Contractor shall take all precautions necessary to protect persons and property from injury or damage during the performance of this contract. Fire and safety deficiencies, which exist and are part of the responsibility of the Contractor, shall be immediately corrected. If the Contractor fails or refuses to correct deficiencies promptly, the COR may issue an order stopping all, or any part, of the work. Contractor shall be responsible for any injury to himself/herself, his/her employees, or others, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by him/her or his/her employee s fault or negligence. Contractor shall maintain personal liability and property damage insurance prescribed by the laws of the Federal Government. 2.J.6. Contractor must maintain Medical Center fire barriers in accordance with NFPA. This includes maintaining integrity of all fire-stop assemblies when penetrated by cable, wires, and pathways. All fire-stopping shall comply with local Engineering requirements and applicable codes. Engineering and Safety will approve fire-stopping material and installation for each location. The contractor will provide the locations for the fire-stopping in each of the above ceiling permits for Engineering to inspect when complete. 2.J.7. Contractor must comply with requirements specified in ICRA for areas of this project. Temporary walls are required around the working area if the job site is close to or inside the clinical area or VA employees working space. 2.J.8. Contractor is required to follow the Hospital Infection control policy at all times when working in the Hospital. The infectious control policy will be presented to the contractor at pre-start safety meeting with safety and infectious control staff. It will also be detailed for each area in the ICRA plan. This is not only to protect the patients, employees and visitors but also to protect the contractor while he/she is working at VA Long Beach Healthcare System. 2.J.9. Contractor is required to obtain the Above Ceiling Permit and ICRA at Hospital s Safety Office. Infection Control Class will be classified base on the job site and environment around it. The locations above in this SOW will fall in between Class I (lowest) to class III (highest). See below for Class I, II, and III requirements: 2.J.9.a. CLASS I: - Execute work by methods to minimize raising dust from construction operations. - Immediately replace any ceiling tile displaced for visual inspection - Minor Demolition for Remodeling 2.J.9.a. CLASS II: - Use an EC unit or a plastic barrier (with zipper) sealed to floor and ceiling tile. - The entire opening must be enclosed. - Use a HEPA vacuum to clean tops of tile (in ceiling space) in enclosed work area. - Use a HEPA vacuum when making penetrations in walls to control any dust. 2.J.9.a. CLASS III: - Use an EC unit or a plastic barrier (with zipper) sealed to floor and ceiling tile. - The entire opening must be enclosed. - Use a HEPA vacuum to clean tops of tile (in ceiling space) in enclosed work area. - Use a HEPA vacuum when making penetrations in walls to control any dust. - Apply negative air to the EC unit or containment by means of HEPA filtered device. The HEPA filtered air outlet (exhaust) must be routinely checked for particulates. 2.K. Insurance Coverage. 2.K.1. The Contractor agrees to procure and maintain, while the contract is in effect, Workers Compensation and Employee s Public Liability Insurance in accordance with Federal and State of California and/or Nevada laws. The Contractor shall be responsible for all damage to property, which may be done by him, or any employee engaged in the performance of this contract. 2.K.2. The Government shall be held harmless against any or all loss, cost, damage, claim expense or liability whatsoever, because of accident or injury to persons or property of others occurring in the performance of this contract. 2.K.3. Within 15 days of the awarded contract, the Contractor shall furnish to the Contracting Officer certification from his/her insurance company indicating that the coverage has been obtained and that it may not be changed or cancelled without guaranteed thirty (30) day notice to the Contracting Officer. New certifications shall be furnished prior to the expiration date. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06 Effective July 12, 2021.
